| 摘 要： | 国务院发布的《国家中长期科学和技术发展规划纲要(2006-2020)》(以下简称《纲要》)明确提出:"经过15年努力,到2020年使我国进入创新型国家行列。"对作为国家科技创新三大主体力量的科研机构、高等学校和企业,如何实现科学的功能定位,不仅影响到各自优势的发挥,更会影响到各自优势的互补、科技创新合力的形成。本文提出不仅要合理界定功能,更要发挥和整合各自的优势。

| Abstract: | The Outline of National Plan for Medium to Long-term Scientific and Technological Development(2006-2020) issued by the State Council states definitely that by endeavor of 15 years our country should enter the rank of innovation.The realization of scientific functional orientation for the institutions of scientific research,universities and colleges and enterprises, the three major parts in the innovation of the country's science and technology,will have significant impact on the display of their advantages.This paper discusses the issues of functional orientation and of the display and conformity of the advantages. |
