我国中部农村农民负担现状及治理

近年来我国中部农村全面推行的税费改革,在减轻农民负担方面,确实取得了一定的成效,但是目前的税费改革还有许多不够完善的地方,农民负担问题还很严重。据此,在对中部农村农民负担现状作一梳理的基础上,提出了中部农村减轻农民负担的对策建议:一是严格执行减负政策,认真查处农负案件,实行问责制;二是建立和完善农民负担目标考核制度;三是加强对涉农价格公示制的管理;四是进一步加强对村级"一事一议"收费的规范管理;五是加快配套措施改革,减轻乡、村两级经费压力;六是采取有效措施,化解乡村债务;七是探索农民负担监管新机制等。

The Present Situation & Management of Farmers' Burden in the Middle Part of Our Country

In recent years, the tax and fee reforms which carried in an all-round way in the rural areas in the middle part of our country, have really made certain effect in terms of lightening the burden of farmer. However, there are a lot of places where the present tax and fee reform has not performed so perfect that the fanners are burdened heavily. Based on the indication of the current situation to the rural farmers in the middle part, this thesis puts forward some countermeasures and suggestions for lightening the burden of those farmers. First, we should carry out the policy of lightening the burden strictly, and, take the mechanism, which relates one' s liabilities with relevant affairs. At the same time, conscientious investigations on the cases that impose heavy burden on farmers are needed. Second, set up and perfect the checking and examing system, which aimed at contorting burden level. Third, strengthen the public presentation management in which the prices relating to the agriculture are involved. Fourth, take a farther setup to strengthen the formal change management in the village on the principle of "Everything should be discussed respectively". Fifth, accelerate the supplementary measure reform so as to lighten funds pressure at both town and village level. Sixth, take effective measures to dissolve the rural debt. Seventh, explore new supervisory mechanism for lightening fanners' burden.
