公民社会的兴起与党的执政方式的创新

在民主政治条件下，政党执政是在社会-政党-国家的政治架构中进行的。任何政党要能有效、合法地执政，必须选择合理、科学的执政方式。改革开放以来，在多方面因素的作用下，一个相对独立的公民社会在我国迅速兴起。公民社会的兴起一方面改变了计划经济条件下国家与社会一体化的局面，为党的科学定位创造了前提和条件，另一方面也对党的领导和执政方式提出了挑战。适应公民社会的兴起，执政党需创新其执政方式。新时期，创新党的执政方式，要合理规范党政关系、践行民主执政、实行依法执政、改善党对社会的领导。

Rise of Citizen Society and Innovation of CPC's Ruling Pattern

Under the condition of democratic politics, party governance is in the politic structure： society- party- country. Any political party that wants to administrate the country effectively and legally must choose a reasonable and scientific ruling way. Influenced by various factors, a relatively independent citizen society has been rising rapidly in China since the reform and opening-up in 1978. On the one hand, the rise of the citizen society has changed the integration of the country and the society under the conditions of the planned economy, which has laid foundations for CPC＇s scientific orientation. On the other hand, it has brought challenges to the leadership and ruling-ways of CPC. The ruling party needs to innovate its ruling ways to be adapted to the development of the citizen society. During the new era, innovation of party ruling ways requires a reasonable standard relationship between the Party and the government, practice of democratic governance according to law, and improvement of the Party＇s leadership of the community.
