增强政府行为的科学性是提高公共管理质量的基础,为此,政府行为必须体现时代性。经济全球化不仅能带来比较利益,而且给政府经济行为方式的选择提供新的空间。与此同时,竞争实力差异的国家,不仅意味着利益的不平衡,而且导致政府调控重点的不同。即使是一个国家的不同时期,也受经济环境以及文化变动的影响,使政府的经济行为呈现出阶段性差异。现代市场经济在经济全球化过程中拓展,改变的只是利益多元化的实现形式。面对多层、多元、复杂的利益结构,政府的组织形式选择必然是顺应或给予导向性的配合,从而强化了政府组织的复合性。此外,现代社会必然是文化开放的社会,政府行为离不开多元的文化生态环境,更加注重开掘核心理念的文化功能,并以此链接多形态文化,这也是政府行为体现时代性的紧迫要求。
