论抗战时期陕甘宁边区民众动员的模式和机制

抗战时期的民众动员是中国近代以来规模最大的一次民众动员。陕甘宁边区的民众动员以抗日民主政权建设整合社会力量,以调整利益分配关系调动各阶级、各阶层持久抗战的积极性,以政府信用和民众宣传教育为重要手段,形成了完整的民众动员网络,其动员的深度、广度、效果及社会动员能力明显优于国民党,并构建了以政权组织为主导的垂直动员体系和民众团体与之相辅相成的横向动员体系与运行机制。

On the Model and the Mechanism of the People Mobilization during Anti-Japanese War in the Border Areas of Shaanxi-Gansu-Ningxia

The people mobilization during Anti-Japanese War was the largest one in scale in modern age in China.It converged on the social forces by anti-Japanese democratic regime,motivated all classes by adjusting the interests allotment relationship and paid more attention to government reputation and the propaganda to people.As a result,complete people mobilozing network was established and the vertical and horizontal systems and mechanism were devoloped.Its depth,its range and its influence were obviously better than those of Kuomintang.
