安定有序社会的法学内涵与构建

安定有序是社会主义和谐社会存在和发展的前提条件、构建和谐社会的关键环节和和谐社会的基本目标。安定有序社会是安全、稳定、有序三个方面的有机统一体。就三者的关系而言，安全是稳定的前提；稳定保障安全，又是有序的前提；有序反过来促进稳定、保证安全。当前社会总体是和谐的，但仍存在许多不和谐因素。我们应从正确处理改革发展和稳定的关系、调整社会阶层结构、妥善处理人民内部矛盾、建立健全社会管理机制、完善社会利益协调机制、形成全社会共同的价值观等方面着手构建安定有序社会。依法行政、公正司法是安定有序社会构建的保障。

Connotations of law and construction of a stable and orderly society

Security,stability and order are the premise,crux and goal of a harmonious society.Security is a precondition of stability,and stability guarantees security and preconditions order which in turn stimulates stability and insures security.To construct a harmonious society,we should balance reform and stability,adjust social structure and alleviate people's interior contradictions,improve the coordinative mechanism of social benefits,and reach at social recognition of values.Administration by law and judicature of justice are the safeguards of a stable and orderly society.
