由于经济体制转轨和经济结构转型,包头市的城市贫困问题正日益突出。城市居民最低生活保障制度建立后,包头市在城市反贫困方面取得了一定的成效。但是目前包头市的城市低保制度在运行中仍然存在着许多问题。只有通过科学确定保障标准、拓宽多元筹资渠道、严格规范管理制度、建立互补运作机制等一系列措施才能不断完善这一制度,提高反贫困的社会效果。
