| 摘 要： | 本文对西部地区环境问题成因进行了理论和现实的思考。从理论上看,"市场失灵"和"政府失灵"是环境问题产生的根源;从现实来看,区域经济欠发达、人口问题、产业结构的失衡以及制度安排的缺陷是西部地区环境问题的成因所在。

| Abstract: | This paper has probed, theoretically and practically, into the contributing factors in Western Region environmental issues. Theoretically, "market failure" and "government failure" are the sources of environmental problems; practically, under-developed regional economy, population expansion, unbalanced industry structure and institutional arrangement defects are the factors contributing to the Region's environmental problems. |
