以改革创新精神推进学校发展——学习十七大精神的几点体会

以改革创新精神推进学校发展是落实党的十七大精神、建设高等教育强国的时代要求。笔者认为，学科水平决定一所大学的水平，学科建设应从学校、学科群、学科点三个层面实现重点突破、重点跨越；教学改革要从基本抓起，要回到基础，把握基本方面，研究教师、学生、教材、教法等基本问题；要根据大学组织结构特点进行管理创新，实现从经验管理到科学管理，从高校管理到高校治理，从战略规划到战略管理三个转蛮，推讲学校发展。

To promote the development of schools is the implementation of the spirit of the CPC 17th National Congress as well as the demand for constructing an education power.The writer of this article maintains that discipline level can determine university level,and the discipline construction must make the crucial breakthrough and transcendence at three levels of university,discipline group,and discipline.Teaching reform should start with base and return to the base,grasping the basic aspects and making research on teachers,students,teaching materials,teaching methods and other basic issues.It is necessary to consider the characteristics of a university's organizational structure to achieve management innovation,so that three changes are realized: from experience management to scientific management,from university management to its governance,and from strategic planning and strategic management.All of them can promote the development of a university.
