| 摘 要： | 人类社会生活的基本背景是利益冲突而不是均衡，这就使社会公正成为社会生活的必需品。社会公正的目的不是要消灭差别，而是通过合理的制度安排，使生活在不同社会位置上的人们各得其宜。国家维护社会公正的主要表现，就是为公民提供均等化的公共服务，使每个人都拥有改善自身境况的条件和机会。公共服务均等化能够促进经济发展，保障成果共享，协调各方利益，从而推动社会和谐。改革开放三十多年，城乡之间公共服务的差距越来越大，因此，中国社会对于公正的需求更为迫切，这在客观上要求现代政府承担起更多的社会责任。
