Farmers' perceptions of agrarian change in north-west Portugal   总被引:1,自引:0,他引:1  
Geographers have consistently failed to analyse the perceptions of the inhabitants of rural areas, and in particular farmers' views of agrarian change. This paper analyses the perceptions of farmers in the agricultural region of Entre-Douro e Minho in north-west Portugal. Six villages with contrasting levels of innovation adoption were studied in 1983, and it is shown that there are major differences in the perceptions of farmers within these different parts of the region. These differences cannot be explained simply in terms of the age, tenure and education of the farmers, and it seems that the activities of rural extension officers, the general nature of the ‘place’ of each village, and its accessibility play important roles in influencing the perceptions of the farmers. Above all, it illustrates that, rather than being traditional and conservative, many of the farmers of north-west Portugal are keen to adopt new farming techniques.  相似文献

Agricultural landownership in Japan has changed drastically over the last century due to post-World War II land reforms and cultural, political, and economic shifts in the subsequent decades. Initial land reform shifted the concentrated ownership of land from the wealthy to small-scale farmers. But as Japan industrialized and became more urban-centered, a substantial amount of rural land has been left abandoned or unmanaged by descendants of those farmers. This paper analyzes the attitudes of absentee agricultural landowners in Japan to better understand the prevalence of economically rational versus traditional attitudes toward land ownership. We draw on the rural sociological literature on place attachment to hypothesize why some absentee landowners feel a strong tie to the land of their ancestors, while others would be willing to sell for a reasonable price. We use unique survey data obtained from 466 absentee agricultural landowners in Japan. Logistic regression results indicate that attachment to place, gender, age, educational attainment, and usage of land is significant predictors of whether landowners hold traditional, rather than economic, values. We discuss the implications of these findings for the future of sustainable agricultural land management in Japan.  相似文献

This paper assesses the impact of a land certification program in Ethiopia on the level of interpersonal and institutional trust among households in the Amhara region. The land certification program is designed to enhance land tenure security of farmers, by maintaining (egalitarian) status quo land distribution and equity concerns. The major contribution of the analysis lies in the exogenous nature of the program which addresses the endogeneity problems that characterize related studies, assessing the impact of policy related variables on trust. The effects of the land certification program on trust are identified both by the difference-in-difference approach and by non-parametrical analysis of average treatment effects. Overall trust is found to be enhanced by the certification program, with trust towards formal institutions being more responsive to the program than interpersonal trust. The major policy implication of the result is that trust could be invested on through policy changes regarding the economic betterment of societies.  相似文献

In this paper, processes of gentrification are assessed in relation to non-commercial farming: the production of agricultural commodities without the intent of earning a living. The author argues that due to the connection between residence and productive assets (particularly land) inherent in farming, agricultural gentrification represents a special case, distinct from rural and urban gentrification, where gentrification is possible from within the existing farm household. Pluriactivity of the farm household enables both economic capital accumulation and alterations in the cultural capital held. Similar to rural and urban gentrification processes, agricultural gentrification leads to landscape change. Both non-commercial farming and gentrification processes are found to have been encouraged by the state, through post-productivist polices and laws aimed at commercial agricultural producers. The author argues for further research on farmers as consumers of rural amenities, and raises questions about the environmental impacts of ‘non-commercial farming’ and the acquisition of farm land by the wealthy elite.  相似文献

In Tanzania, the Maasai and Waarusha tribes are experiencing conflict because differences in their modes of productions and economic strategies undermine the peaceful coexistence that they have enjoyed since the 18th century. The Maasai are pastoralists, while the Waarusha are agricultural subsistence farmers who are encroaching on the best pasture lands. A sketch of the history of the two groups shows that the Maasai reached the peak of their land holding in 1880 before the arrival of European colonists who seized land and restricted the Maasai to a semi-arid reserve but allowed the Maasai to remain an autonomous and powerful group. The Waarusha began encroaching on Maasai land after independence due to land and population pressure. While closely tied, each group looks down on the other, and Maasai ascendancy has given way to Waarusha challenges. After independence, the tribal and ethnic rule that was protected by the colonial system was disrupted to allow for increased internal migration and new patterns of settlement. The rights of land ownership were transferred from tribes to the State, allowing privileged groups to benefit. The Waarusha began to engage in illegal land-grabbing and to encroach on the Maasai preserve using legal and illegal means. The Maasai view land as collective property and have had difficulty retaining title of traditional lands in the face of population pressure. This loss of grazing land has forced the Maasai into a mixed economy that depends upon agricultural production as well as livestock production. In the meantime, the Waarusha have deliberately sought political office to gain power to secure their holdings. Immediate action is needed to produce 1) a policy on spontaneous settlement, 2) an immediate adjustment of legal procedures for land acquisition, 3) a land tenure policy that equally emphasizes agricultural and livestock production, and 4) controls on undue expansion of subsistence agriculture into semi-arid rangelands.  相似文献

The farmers' role within the EU has recently been under reconstruction: in addition to primary agricultural production farmers should fulfil multiple functions such as maintaining the rural landscape, conserving nature and providing services. One essential feature of this new role is the demand for entrepreneurship. Farmers should be capable of competing in the worldwide, global agricultural market. They are also encouraged to diversify into business activities beyond agriculture. How do farmers see themselves in this situation? Is their self-perception compatible with this new reconstruction of the farming economy and the farmers' role? Research, thus far, seems to indicate that traditional or production oriented identities are still dominant among farmers. But there is also some evidence that new identities, such as the entrepreneurial identity, are emerging. In our study we are especially interested in how Finnish farmers have met the demand for adapting to the role of an entrepreneur. We approach the issue of the farmers' changing role from a social psychological perspective by utilizing the concept of identity. Our empirical evidence comes from two nation-wide postal questionnaire data sets, both containing samples from three subgroups: conventional farmers focusing solely on primary agricultural production, diversified farmers who also had other business besides agricultural production, and rural non-agricultural small-scale businesses. The results show that Finnish farmers do not experience “entrepreneur” as something distant from themselves and as not fitting in with their world of ideas, as the work of some researchers would depict. Instead, the majority of Finnish farmers, especially diversified farmers, conceive of themselves both as entrepreneurs and as producers.  相似文献

The financialization of food and agricultural land has been a critical driver of the “land-grabbing” phenomenon in the post 2007–2008 period: the potential for land to be both a productive and financial asset has driven interest in long-term land rentals and sales. Scholars and activists have highlighted the negative effects of these trends for rural populations. International institutions have promoted the recognition of land rights as a means to secure land from seizure, ensure equal participation in land acquisitions, and enable low-income populations, including women, to access credit. At the same time, activists are promoting collective land rights, customary modes of land tenure and the rights of Indigenous peoples. For activists, land reform models that promote the collective rights of peoples to govern land are critical to resisting individualized land ownership models that encourage the alienation of land. This article reviews these rights-based frameworks using a critical feminist perspective and argues that both the institutionalist and activist approaches require more nuanced understandings of gender and difference in order to effect gender-equitable change. This article concludes by mapping new feminist research directions that consider land and resources within the context of local–global processes, the global economy, intersectionality and global rights-based discourses.  相似文献

Land grabbing in relation to boom-crop production or nature conservation triggers displacement and dispossession of local communities as well as rural resistance often culminating in violent conflicts over land. In Indonesia, company-initiated oil palm production on debatable territories also stimulates migration into these contested rural areas by individual farmers who seek to become part of the boom-crop economy. Based on discussions on land grabbing and land rights this article deals with the appropriation of land by independent migrant farmers and their role as another new party in conflicts over land. The role of rural migrants in land conflicts in Jambi Province, Sumatra is shown through two case studies. The case studies highlight the importance of customary local elites and their strategic employment of social identity and political authority to facilitate land seekers’ access to contested land. The local elites transcend conceptual boundaries to generate a profitable counter-business with a set of individual stakeholders and brokers who profit from the dispossession of the masses. The case studies reveal that the migrants’ presence is essential to rural resistance and a contested resource of economic and political benefit to various stakeholders at the same time.  相似文献

我国农村宅基地使用权制度产生于计划经济和城乡二元结构背景下,随着社会主义市场经济体制的进一步完善以及全国城市化、工业化的深入发展,这一制度已与城乡一体化、资源集约利用之间产生较大矛盾。进行农村宅基地流转,有利于农村土地集约节约利用;有利于增加农民财产性收入;有利于推进新型城镇化和加快城市化进程;有利于推动农业现代化建设和解决“三农”问题。当前推进农村宅基地流转的关键在于减少农村宅基地数量、盘活土地资源存量、提高土地资源利用效率;在此基础上,兼顾增加农民收入。  相似文献

The landscapes of rural communities are commonly divided into areas in which distinctive resource uses are practiced and for which there exist particular types of property rights. Such tenure niches for different resources may overlap where those resources themselves occupy the same space (e.g., land and trees). Further, competing legal and utilization systems (e.g., national and local) may place the same resource in different incompatible tenure niches. Conflict may involve overlapping tenure niches. Using data from two postfrontier rural settings, Nang Rong, Thailand (N = 2,538), and Chitwan Valley, Nepal (N = 876), this article examines agricultural push factors determining the out‐migration of young people age 15 to 19. We focus on different dimensions of migration, including distance and duration. Our study examines a wide array of agricultural determinants, each with its own potential effect on migration. These determinants include land tenure, crop portfolios, animal husbandry activities, and use of farm inputs. We link these proximal causes to two underlying mechanisms: risk and amenities. We examine these determinants using separate models across settings. Our results indicate that agricultural factors are significant determinants of migration in both contexts. However, different factors operate in different settings, indicating the importance of contextual variation in explaining the manner in which risks and amenities influence agricultural determinants of migration.  相似文献

With the demise of agricultural productivism, that set of economic and political arrangements which made food production the overriding aim of rural policy, new forms of regulation have come into existence. These are linked to new patterns of development in rural areas which have arisen as economic actors seek to exploit the opportunities presented by the crisis in agriculture. Both development and its regulation have become localised — that is, detached from the national regime associated with productivism. This is leading to increased differentiation. We examine three land development sectors — minerals, farm building conversion and golf — to illustrate how the processes of differentiation are driven by a variety of economic, political and social actors. These are assessed using the notion of ‘arenas of representation’. Two arenas are identified — those of the market and regulation — showing how uneven development of the countryside can be understood as arising from action-in-context. Such differentiation, or the emergence of new rural spaces, is inevitable in the post-productivist era.  相似文献

Abstract Pressure to adopt enhanced production technologies, changing government support policies, increasing and more diverse competition, and changing markets have posed economic challenges to North American farmers over the past two decades. As a response, farmers are adjusting their production model by incorporating agricultural related enterprises. Although there is evidence that farm diversification is occurring throughout North America, there is a dearth of scientific information regarding the types of enterprises being developed and used in this context. This study aims to fill this void by exploring the extent of farm diversification by identifying and describing eight types of enterprises that farmers and ranchers are using. It was found that levels of diversification are often dependent on operating and management attributes and owner characteristics, such as the number of family members working on the farm and the number of days that the farmer's spouse works off the farm.  相似文献

River basin planning has existed in one form or another since the third millenium B.C. when some of the earliest civilizations evolved in the great drainage basins of Mesopotamia, Egypt and north-west India. It has, however, undergone several modifications before finally culminating in the comprehensive planning for simultaneous development of all resources of a river basin.The idea of river basin planning was first mooted in Nigeria by the Food and Agriculture Organization in the late 1960s. Beginning in the early 1970s, the Federal government of Nigeria also came to the belief that river basin planning could play a significant role in the country's development. At the height of the ‘oil boom’ in 1976 and with the incipient manifestation of structural problems in the national economy, the government took a giant step in river basin planning by the establishment of 11 river basin development authorities. River basin planning is viewed as a ‘new approach’ to rural development and has involved more substantial capital outlay than all the other rural programmes combined.This paper examines the implementation and impact of these projects, which are large-scale and capital intensive, and which may be incompatible with a strategy aimed at improving the lot of the peasant farmers. The projects have wrought havoc on the prevailing rural economy and social-economic structures. Even if they were to achieve the primary objective of increasing rural productivity, this may be at a great cost to the rural populace and the environment.Perhaps more important is that river basin planning has the potential of substituting one form of dependency for another (food importation being substituted for the importation of fertilizer, pesticides, herbicides, equipment, machines and foreign experts). The projects are thus benefiting a powerful combination of interests comprising local and foreign contractors, land speculators, bureaucrats, rural elites and incipient capitalist farmers who have not borne any losses in the process of implementation.  相似文献

Abstract This research builds on the work of Busch and Lacy, who have written extensively about the sources of influence on the choice of research problems in the agricultural sciences at land‐grant universities. Employing data from a 1995–1996 nationwide survey of land‐grant agricultural scientists, I use multiple regression techniques to investigate the relative importance of 19 sources of influence on agricultural scientists engaged in six research areas: productionist‐oriented, sustainable agriculture, environmental, basic, consumer‐oriented, and rural community‐oriented. The first objective of this paper is to revisit and assess many of Busch and Lacy's findings about the influences on land‐grant agricultural scientists. I find that different types of land‐grant research are influenced by distinct combinations of factors. The second major objective is to extend Busch and Lacy's work by spotlighting the significant influences on sustainable agriculture research. My multivariate findings show that this research appears to exhibit influences that reflect its dual productionist and environmental character.  相似文献

The financial sector is playing a more central role in agriculture. This article analyzes the external provision of finance for farmers in Britain and the Irish Republic, drawing principally on interviews with bankers and specialist providers of agricultural finance. The development of farm credit institutions in the two countries and their subsequent commercialization is discussed. Agriculture is commercially attractive to lenders as part of a balanced portfolio because of its stable, low risk character. Credit selectivity is confirmed as a feature of lender behaviour, although its consequences are likely to be more far reaching in Ireland. Lenders' perceptions of the financial sophistication of farmers is assessed, the more financially sophisticated farmer being more receptive to the logic of the financial sector and hence a more attractive customer. An emphasis on tax avoidance can lead farmers into irrational borrowing decisions. Larger farmers are better placed to take advantage of lending opportunities and new financial instruments.  相似文献

Sociologists tend to view rural culture as an inertial force, committing members to past cultural patterns which, in turn, inform their present courses of action. By emphasizing such cultural stasis, we obscure how members of cultural enclaves negotiate, recommit to, or revise certain cultural traditions. This article explores how rural culture is in dialogue with changing external contexts. Drawing on interviews I conducted among a small group of German‐heritage farmers in southern Wisconsin, I find that farmers select legal arrangements, entrepreneurial actions, and traditional male succession in order to fulfill the “yeoman” goal of keeping the farm in the family name. I explore how the narratives farmers develop about the cultural priority of transferring the home‐farm to a new generation allow sociological insight into their creative negotiations between cultural traditions and a greatly altered context of agricultural production. I argue that this dialogue between a historically persistent cultural tradition and very present pressures of agricultural production makes a significant contribution to the dynamics of modern rural life.  相似文献

Abstract Three types of agricultural, or sustainability, policy are introduced. One deals with the interests of society, another with the agricultural sector, and the third with rural people and places. Each type serves different purposes, interest groups, and issues. Yet, they share some common ground. Because social, agricultural, and rural objectives are interdependent, we need all three policy types if any is to be effective in a highly specialized society. Agricultural policy often substitutes for rural policy, but this is inadequate. Factors shaping the rural policy context include regionality, the large rural population, the rural situation, lack of rural human resource development, technological displacement, and legislation. The environment, economic change, physical infrastructure, social services, jobs, and the role of land grant universities are issues to be considered in rural policy.  相似文献
