This paper empirically analyzes the joint impact of democracy and press freedom on corruption. Based in the theoretical literature, we argue that both institutional features are complements rather than substitutes in controlling corruption. Our regressions are based on a cross section of 170 countries covering the period from 2005 to 2010 as well as on panel evidence for 175 countries from 1996 to 2010. The results show that democratic elections only work in controlling corruption, if there is a certain degree of press freedom in a country, vice versa. Our policy implication is that democratic reforms are more effective, if they are accompanied by institutional reforms strengthening the monitoring of politicians.  相似文献

随着市场化改革的深入,中国的腐败现象也呈增长趋势。本文通过对1993—2013年3 843个腐败案件的分析发现,那些具有配置资源权力的官员出现腐败问题的可能性更大,程度也更严重。这一效应在官员的任职领域正处于市场化改革阶段时被放大,但随着改革的完成而大幅度减小。市场化过程中腐败问题的制度性根源在于市场化改革没有完成或不彻底的市场化,而不是市场化本身。因此,只有坚持市场化改革,才能清除权力寻租的土壤,进而遏制腐败问题。  相似文献

The paper examines the impact of population ageing on macroeconomic outcomes, inflation and labour force participation employing a sample of 23 OECD developed countries from 1960 to 2014 and accounting for the institutional context. Controlling for collective bargaining coordination the results show that a larger elderly share of population would lead to lower real GDP growth, albeit mostly in countries with low population growth rates. Ageing puts substantial downward pressure on inflation due to subdued aggregate demand. Also, results demonstrate that the ageing of the workforce tends to reduce labour supply. To mitigate any adverse effects of population ageing, a combination of labour market policies, pension reforms, greater investment in human capital and technological innovation should be prioritized in policy making.  相似文献

The bankruptcy and merger of three major American investment banks: Bear Stearns, Lehmann Brothers and Merrill Lynch in 2008 have shocked the United States government to undertake dramatic market intervention by the state, and a $700 billion U.S. dollar bailout, that resembles “industrial policy” in many other countries. Critics of market intervention, often called industrial policy in many countries, point out to two potential weaknesses: governments may have less knowledge than markets on how to pick winners and industrial policy creates possibilities of corruption and rent seeking. This research note's contribution analyzes the global financial crisis of 2008 and 2009, through the importance of, institutional infrastructures, and how industrial policy can help create the institutional infrastructures that can expand economic wealth and stability for all countries in the 21st century.  相似文献

As a result of the recent economic crisis, in 2011, Portugal signed a Memorandum of Understanding with the European Central Bank, the European Commission, and the International Monetary Fund (the “Troika”). In exchange for Troika's financial assistance, the Memorandum required the implementation of a specific set of reforms targeted at the healthcare sector. The literature on policy reforms in the context of crisis and conditionality argues that governments have restricted room to manoeuver in responding to external pressure. We challenge this view, finding that even in cases of conditionality and strong external pressures, crisis can be used as a window of opportunity for reforms substantially shaped by domestic policy choices. In the case of Portuguese health reforms, these choices were based on pre‐existing reform plans aimed on resolving country‐specific deficiencies of the healthcare system and were enabled by the two main political parties' strategies of tacit cooperation and blame avoidance. The article emphasizes the need for more fine‐grained analysis of welfare reforms in the crisis that pays equal attention to the institutional characteristics and the political context of the affected countries.  相似文献

This article analyses the development of unemployment policies over the past 20 years in four continental European countries: Belgium, France, Germany and the Netherlands. It shows that, far from being as ‘frozen’ as many analysts have suggested, each of these Bismarckian welfare states has in fact seen considerable change in this policy sector in recent decades. In Belgium, France and Germany, significant changes in unemployment policy reforms have unfolded gradually, through an accumulation of small changes. This finding offers some support to recent theorizing on the potential for policy changes that are both incremental and transformative. However, while such processes have led to shifts in unemployment policy that are far from negligible, the article also argues that they fall short of those seen in this policy sector in other welfare institutional contexts as well as in the Netherlands, where substantive reforms have in the last decade been complemented with changes to the institutional framework for unemployment policy. Through its analysis of the relationship between the institutional features of these welfare states and the possibility frontier of unemployment policy reform, the article develops a nuanced perspective on the scope for and resistance to social policy change in continental Europe.  相似文献

This paper examines the impact of globalization on income inequality for a cross-section of 62 developing countries over a period of 17 years (1985–2001). The results of the study indicate that globalization explains only 15% of the variance in income inequality. More specifically, the results show that (1) strengthening intellectual property rights and openness are positively correlated with income inequality; (2) foreign direct investment is negative and significantly correlated with income inequality but this is not robust to different model specifications; (3) the institutional infrastructure is negatively correlated with income inequality. The study's findings and the review of the literature suggest that globalization has both costs and benefits and that the opportunity for economic gains can be best realized within an environment that supports and promotes sound and credible government institutions, education and technological development.  相似文献

By analysing pension reforms in three Nordic countries – Denmark, Finland and Sweden – that apply different institutional solutions in their old‐age security programmes, this article argues that the political processes that shaped the country‐specific pension set‐ups in the 1950s and 1960s had important ramifications for subsequent reform possibilities. A high degree of inertia exists not only in the institutions themselves but also in the political reform options and the ways in which pensions were reformed. The analysis shows that the ‘new politics’ was not new in any of the three countries. Furthermore, given the differences in the three cases, the analysis questions the nature of pension reform. The Swedish reform in the late 1990s was a ‘big bang’ that eliminated the old and changed everything; the Finns built on piecemeal reforms of conversion that gradually changed the whole system; and, while the Danish story appears to be one of stability and status quo, the drift of Danish policy ultimately changed the basic characteristics of the system. Although all three countries have more or less thoroughly reformed their pensions, the reform processes have differed according to both historical legacies and institutional frameworks.  相似文献

With population ageing, many countries are setting up reablement—short-term rehabilitative eldercare interventions—aimed at helping older adults to regain independence and thereby curb their need for long-term care. Reablement is premised on a citizen-centred and collaborative service ideal intended to challenge the fragmented thinking associated with professionalism and a dispersed service delivery field. Drawing on contextualist sensemaking theory and cross-national qualitative case study data, we explore how historical and institutional conditions influence the way reablement is made sense of on the ground. In Danish settings, characterised by legal regulations and institutional arrangements rooted in previous New Public Management reforms, new service ideals were constrained by vertical levers of control. The Norwegian bureau–professional settings opened up for user involvement but also gave rise to tensions between reablement teams working to prevent ill health and agencies expected to respond to the urgent needs of the frailest elderly.  相似文献

This paper analyses the formal social security systems of India and Sri Lanka. While many of the social, demographic, and economic indicators differ markedly between the countries, the structure of the social security systems, challenges, and reform directions are quite similar. Thus, the provident fund organizations in both countries need to modernize and benchmark their governance, operations, and investment policies. The dualism in their systems, which has resulted in relatively generous non–contributory pensions being provided to civil servants, also needs to be addressed. This dualism and the fiscal unsustainability of current civil service pension arrangements lend urgency to reforms in this area in the two countries. The prospects for voluntary tax–advantaged private sector schemes are encouraging, particularly in India. The conditions for reforms are more favourable now owing to hopeful signs of an end to longstanding conflict in Sri Lanka, and decade–long experience with financial sector reforms in India.  相似文献

Rapid urban growth has become a global phenomenon. As these city populations expand, urban governance is even more of a daunting challenge in many countries. China is not an exception. It is at once a transitional state still undergoing urbanization and economic development; it is also currently experiencing a slowing economy. China's cities must simultaneously continue to improve the quality of urban life while maintaining social stability. Using the city of Guangzhou as an example of China's mega-cities, this study explores the financing strategies used by Chinese cities to manage urban growth. While economic growth has always been the main priority, Guangzhou's strategy has not followed China's traditional approach of growth for growth's sake; instead, it is relying on investment in innovation and transportation to promote the local economy. Education is also being stressed as a means of fostering human resources. However, undisciplined infrastructure financing and ineffective intergovernmental fiscal relations are jeopardizing the city's fiscal sustainability. To correct this will require further reforms of China's fiscal system and a careful sequencing of reforms to maintain a sustainable growth in the urban area.  相似文献

基于企业层面数据对中国采矿业对外直接投资的动因进行实证分析.使用中国采矿业上市公司的对外直接投资数据,在计量模型中纳入微观企业特征、东道国特征、中国与东道国的联系三类影响因素,计量结果表明,中国采矿业上市公司在投资决策中更关注的因素是未来从东道国获取矿产资源的潜力,证实了中国采矿业上市公司对外直接投资的主要目标是从东道国获取资源.与此同时,中国采矿业上市公司进行对外直接投资决策时还受到其他多方面因素的影响.采矿业企业未来需要进一步提高投资技巧,保证投资手段的多元化、合理化,加强对投资项目的经营管理能力,加强投资风险意识,规避投资风险,提高投资收益率,同时努力改善采矿业企业的对外投资环境,提高未来采矿业企业与东道国投资合作的成功率.国家应加强对外经贸合作,充分挖掘与其他国家和地区的合作潜力,并在政策激励和制度安排上提供必要支持,促进和优化中国采矿业企业对外直接投资.  相似文献

中印能源政策重点各有侧重,即印度仍然以保障能源供应为第一要义,而中国日益需要考虑环境资源的约束,近年来政策重心明显转向节能和提高能效。能源市场化改革是两国面临的共同课题,但是中国注重市场与行政手段的综合运用,而印度更致力于建立理想的自下而上的市场调控模式。就能源决策管理体制而言,中印两国努力建设高级别的集中能源管理体制,但是印度的步伐相对较慢、难度也更大。中印两国可以在缓和能源资源竞争、开发能源技术、交流市场管理和制度建设经验以及推进多边能源机制建设等方面进行合作。  相似文献

Market‐oriented restructurings of long‐term care policies contribute significantly to the aggravation of care workers’ situations. This article focuses on the effects of broader long‐term care policy developments on market‐oriented reforms. Germany, Japan and Sweden are three countries that have introduced market‐oriented reforms into home‐based care provision embedded in distinct long‐term care policy developments. Conceptually, this article draws on comparative research on care to define the institutional dimensions of long‐term care policies. Empirically, the research is based on policy analyses, as well as on national statistics and a comparative research project on home‐care workers in the aforementioned countries. The findings reveal the mediating impact of the extension and decline of long‐term public care support and the corresponding development of the care infrastructure on both the restructuring of care work and the assessments of the care workers themselves.  相似文献

This paper examines the causal relationship between financial development and economic growth in Egypt during the period 1960–2001 within a trivariate vector autoregressive (VAR) framework (investment being the additional variable). We employ four different measures of financial development and apply Granger causality tests using the cointegration and vector error-correction (VEC) methodology. Our results strongly support the view that financial development and economic growth are mutually causal, that is, causality is bi-directional. Furthermore, we find that financial development causes economic growth through both increasing resources for investment and enhancing efficiency. These findings suggest the need to accelerate the financial reforms that the Egyptian government launched in 1991 and to improve the efficiency of the financial system to stimulate saving/investment and, consequently, long-term economic growth.  相似文献

In an age of ‘permanent austerity’, growing economic insecurity may increase the demand for protection against labour market risks. At the same time, economic pressures may push governments to scale down on the provision of social protection. In this article, this contradiction is examined by focusing on reforms of two labour market institutions: unemployment benefits and employment protection legislation. It is argued that the incidence of reforms of both institutions follows a different set of logics, depending on the type of economic pressures as well as the political and institutional settings. The article makes use of a new data set on labour market reforms in 14 European countries over the period of 1980–2007. Results from discrete‐time logit‐regression analysis support the main hypotheses that (1) reforming unemployment benefits (UBs) does not follow the same logic as reforming employment protection legislation (EPL), and (2) factors that contribute to expansion/regulation are not the reverse of those that lead to retrenchment/deregulation.  相似文献

Abstract

The quality of work and life (abbreviated as QWL) of migrant workers in China is related to urbanization and social development and reflects subjective well-being. This study examined migrant workers’ quality of work and life and constructed an index system to evaluate overall quality. Survey data from 3,375 participants in Guangdong, China, were analyzed using ordinary least square regression. The results showed that migrant workers’ quality of work and life is low. Quality of life is lower than quality of work, indicating that social services provision was rated lower than employment situation. Quality of work and life is influenced both by objective institutional factors and subjective human capital factors, particularly training, social security, public services, and social institutional factors. Subjective quality of work and life is based on evaluation of objective situations. This study proposes several reforms in training, employment, the household registration system, enterprise management, rights protection, social inclusion, and the rural land transfer system. Future research should address the relationship between quality of work and life and related factors using longitudinal survey data, interaction of indexes and individual factors, and differences in quality of work and life of migrant workers under different institutional systems. International comparative research should also be conducted.  相似文献

Nordic welfare states have usually been characterized by encompassing or institutional systems of public provisions, both in general and for people with impairment in particular. Provisions have been perceived as being more universalistic in coverage, more generous in terms of benefit levels and availability of services, and with a greater emphasis on prevention and coordination, than provisions in other Western countries. Yet the success of the Nordic system of disability protection has recently been questioned on various grounds. These criticisms have resulted in a number of reforms recently introduced or about to be implemented. This reorientation is likely to reduce the prominence of some characteristics of the Nordic model in this particular area. Under the ongoing influence of European integration, we will probably see a shift of emphasis away from redistributive provisions—especially income transfers—to regulative provisions, meant to ensure accessibility and combat discrimination.  相似文献
