Some neglected determinants of welfare functions

The welfare concept is central to economics and to some topical problems, requiring interdisciplinary research. Psychology, biology and pedagogics may be important contributors. Economists have overemphasized economic, and among these consumption, aspects. A learning process to reduce unhealthy consumption remains topical. On the production side the diversity of labor types has been neglected. Here a central problem is job choice by maximizing welfare. Variables needed are capabilities required by jobs and personality traits. We ignore the number of independent characteristics. Path analysis with inherited and learnable traits may be extended by data on grandparents and on non-cognitive capabilities. A more precise production function of education is badly lacking. Two methods of measuring welfare functions and the shape of the latter are discussed.     

Some families of group divisible designs

Generalizing methods of constructions of Hadamard group divisible designs due to Bush (1979), some new families of semi-regular or regular group divisible designs are produced. Furthermore, new nonisomorphic solutions for some known group divisible designs are given, together with useful group divisible designs not listed in Clatworthy (1973).     

A note on the construction of optimal linear codes

Let us denote by (n,k,d)-code, a binary linear code with code length nk information symbols and the minimum distance d. It is well known that the problem of obtaining a binary linear code whose code length n is minimum among (n,k,d)-codes for given integers k and d, is equivalent to solve a linear programming whose solutions correspond to a minimum redundancy error-correcting code. In this paper it will be shown that for some given integers d, there exists no solution of the linear programming except a solution which is obtained using a flat in a finite projective geometry.

介绍了R＆D基础研究、应用研究和试验发展的线性模式与非线性模式的涵义。指出了非线性模式的特点是R＆D过程中所包含的各个不同阶段并不是孤立存在的,而是彼此间存在相互交错、互为依存、互为反馈、互为促进的关系。探讨了线性模式与非线性模式之间的转变原因和条件。

基于神经网络的研发项目选择方法

针对研发型项目建立了相应的多指标综合评价体系,并引入改进后的B-P神经网络模型算法对研发项目进行综合评价。为多项目选择提供依据,避免了项目选择过程中的主观影响和不确定性。     

从中小银行发展看我国存款保险制度改革

从保护存款的安全、维护银行系统的稳定出发,国内学者提出开放条件下的中国应该做出“淡出隐性存款保险制度、推行显性存款保险制度”的政策选择。本文的另一重要理论依据是,上述政策选择有利于为中小银行提供一个与国有大银行平等的竞争环境,解决非国有企业的融资问题,增强金融市场的竞争效率,推进我国旨在以体制外增量化解体制内存量的整体金融改革。本文在探讨隐性、显性存款保险制度与中小银行发展的关系的基础上,从促进中小银行发展的角度,初步给出我国显性存款保险的具体制度设计。     

Spectral properties of the concurrent and forecasting seasonal linear filters of the X-11-ARIMA method

This study analyzes the properties of the linear filters of the X-11-ARIMA seasonal adjustment method applied for current seasonal adjustment. It provides the general formula for the combined weights that result from the ARIMA model extrapolation filters with the X-11 seasonal-adjustment filters. The three cases studied correspond to the three ARIMA models automatically tested by the X-11-ARIMA program, namely, (0, 1, 1)(0, 1, 1), (0, 2, 2)(0, 1, 1), and (2, 1. 2)(0, 1,1). The parameter values chosen reflect different degrees of flexibility of the trend-cycle and seasonal components. It is shown that the X-11-ARIMA linear filters for current seasonal adjustment are very flexible; they change with both the ARIMA extrapolation model and its parameter values, contrary to those of the X-11 program, which are fixed for a given set of options.     

On the norm of alias matrices in balanced fractional 2m factorial designs of resolution 2l + 1

The norm $\text{6A6 = {tr(A′A)}}{}^{\mathrm{<mtext>1</mtext><mtext>2</mtext>}}$ of the alias matrix A of a design can be used as a measure for selecting a design. In this paper, an explicit expression for 6A6 will be given for a balanced fractional 2^m factorial design of resolution 2l + 1 which obtained from a simple array with parameters (m; λ₀, λ₁,…, λ_m). This array is identical with a balanced array of strength m, m constraints and index set {λ₀, λ₁,…, λ_m}. In the class of the designs of resolution V (l = 2) obtained from S-arrays, ones which minimize 6A6 will be presented for any fixed N assemblies satisfying (i) m = 4, 11 ? N ? 16, (ii) m = 5, 16 ? N ? 32, and (iii) m = 6, 22 ? N ? 40.
