关于加强农村基础设施建设的几点思考

长期以来,国家对农村基础设施建设投入不足,农业生产服务设施建设普遍滞后,农村的生活服务性设施普遍不足,农村生产生活设施落后,这些都制约了农村的经济发展和农民生活水平的提高。加强农村基础设施建设,能够促进新农村建设“二十字”目标的实现,关键在于政府要加大资金投入和政策倾斜力度,加强地方财政建设,发挥县级财政在农村基础设施投入的重要作用。

Managing stochastic demand in an Inventory Routing Problem with transportation procurement

We study an Inventory Routing Problem in which the supplier has a limited production capacity and the stochastic demand of the retailers is satisfied with procurement of transportation services. The aim is to minimize the total expected cost over a planning horizon, given by the sum of the inventory cost at the supplier, the inventory cost at the retailers, the penalty cost for stock-out at the retailers and the transportation cost. First, we show that a policy based just on the average demand can have a total expected cost infinitely worse than the one obtained by taking into account the overall probability distribution of the demand in the decision process. Therefore, we introduce a stochastic dynamic programming formulation of the problem that allows us to find an optimal policy in small size instances. Finally, we design and implement a matheuristic approach, integrating a rollout algorithm and an optimal solution of mixed-integer linear programming models, which is able to solve realistic size problem instances. Computational results allow us to provide managerial insights concerning the management of stochastic demand.     

Researching Asia's Third Sector

Most Asian countries have a strong third sector and a rich tradition of philanthropy. The varied array of social, economic, political, and third sector variables across the many countries of the region make Asia an ideal site for testing and developing third sector theory. The research infrastructure needed to sustain such a venture is beginning to form. The five papers published in this issue of Voluntas indicate some of the product, and the variety, of this growing body of research.     

农村基础设施建设中的融资渠道及资金使用绩效评价——以贵阳修文县久长镇农村串户路为例

农村基础设施是农业生产力的最基本要素,更是新农村建设的“先行资本”。文章首先构建一套农村基础设施（串户路）建设资金使用绩效评价的指标体系,指标体系主要包括经济、效率及效益等一级指标及相应的八个二级指标。并对修文县久长镇串户路建设的资金使用情况进行了实地调研,发现当地在资金使用的过程中存在资金到位不及时、资金使用透明度低及监管不到位等问题,最后根据久长镇串户路建设资金使用存在的问题提出了相应的改进意见。     

城市基础设施运营绩效评价指标与方法

综合分析、客观评价城市基础设施的运营绩效,是提高投资决策水平,改进运营管理和完善在建项目的必要环节和重要举措。根据城市基础设施运营阶段的基本属性和主要特点,依照科学严谨、系统全面、特征突出和操作可行等要求,确立由实施效果、经济效益、可靠程度和环境影响等四个一级指标及若干二、三级指标组成评价城市基础设施运营绩效指标体系,并借助DEA方法对城市道路交通子系统(市内加油站)的运营绩效进行了案例分析。

On the Owen Set of Transportation Solutions

This paper presents an axiomatic characterization of the Owen set of transportation games. In the characterization we use six properties including consistency (CONS2) and splitting and merging (SM) which are firstly proposed and defined for this setup in the present paper.
