基于保证金制度的信用担保体系研究

为解决中小企业融资难问题，文章构建了银行-担保公司-企业合作加政府支持的信用担保体系，使银行、担保公司、企业和政府通过担保费账号连接在一起，通过模拟期货保证金账号管理方法实现了保证金盯市制度。该模式降低了商业银行对中小企业贷款的信用风险，同时中小企业得到了所需的低成本资金，从根本上解决了我国中小企业融资难的问题。     

Equity and ‘No Fee’ Schools in South Africa: Challenges and Prospects

Despite almost 20 years of democratic governance in South Africa, there is growing evidence that equitable access to quality education remains elusive for the majority of its children. In 2007, the Department of Education declared 40 per cent of schools in the country to be ‘no fee’ schools and, by 2011, 60 per cent of all schools had been designated as such. This article examines the introduction and the effects to date of the no fee schools policy, and assesses the progress of South Africa's undoubtedly pro‐poor education policies towards promoting equality in education and, above all, achieving equity of access to resource allocation. It discusses the main challenges and issues relating to the implementation of the no fee policy at provincial and school levels while also considering the efficacy of existing equitable funding instruments, and concludes with suggestions for how more effective and equitable access to quality education can be realized.     

“新金融”发展态势及上海的鼓励政策研究

中国式"新金融"规模不断扩大,对中国经济发展和宏观调控产生了重要影响。它在一定程度上使得经济增长与实体经济背离,也未能完全解决中小企业融资难问题。当前政策的出发点,不应仅出于控制金融风险而对"新金融"加以限制,更多的还是应考虑如何加大力度引导资金流向中小企业等实体经济。上海"新金融"政策定位,应借助"新金融"体系,引导社会资金流向实体经济,并以金融支持科技创新和产业升级转型为重点,以活跃和繁荣金融机构和中介服务体系为抓手,构建上海"新金融"鼓励政策。

东南亚国家与中国山水相连,文化习俗相近,双方商业合作和友好往来历史悠久,随着中国与东盟经济的快速发展以及自贸区的启动,双方合作空间进一步拓展,发展前景将更加广阔。投资合作是中国—东盟经贸合作的强大推动力,这得益于中国—东盟自由贸易区《投资协议》开始实施,双方开放投资市场,改善投资环境,降低贸易壁垒,为双方企业创造更多投资机会。     

节目试看对网络视频运营商市场策略影响研究

随着网络视频运营商收费节目试看的兴起，而节目试看对网络视频运营商诸如市场规模，利润等市场策略的影响所知甚少。本文在考虑网络用户情绪效用情况下，通过构建高质量视频运营商首播节目与后来跟进的低质量视频运营商播出该节目的博弈模型，研究高质量视频运营商首播节目之前提供节目试看对两个运营商收费模式下的节目最优收费价格和免费模式下的最优嵌入广告量以及视频节目提供模式选择的影响。研究表明，高质量视频运营商在节目首播之前提供节目充分试看能够实现节目最优收费价格最高，利润最大，因此节目充分试看是其最优策略；并且低质量运营商在其单位广告收益与用户单位广告"成本"满足一定条件下，高质量运营商提供的节目的充分试看能够减少低质量运营商总利润，因此避免低质量视频运营商搭乘节目试看的顺风车；高质量视频运营商提供节目充分试看情况下，高质量视频运营商只采取收费模式为其最优市场策略，低质量视频运营商采取免费模式为其最优市场策略。本文的研究成果对网络视频运营商日常运营有一定的管理学启示与应用价值。     

语域视角下的网页评论

基于语域理论，以2011年7月至8月凤凰网的子栏目“自由谈”推出的36期网页为研究范围，围绕自由谈如何表达对重要社会事件的观点，该栏目构建什么样的人际关系等进行研究。研究结果认为，自由谈栏目通过结构化的格式，把重大新闻事件背后的社会问题呈现了出来；在对新闻事件的分析过程中，运用文字、图片、评论等形式，建立了一种复杂的读者、作者和新闻事件之间的关系。     

Population aging and long-term care policies in the Gulf region: a case study of Oman

Population aging is a phenomenon occurring across the globe including in countries traditionally exhibiting population dividends and “youth bulges.” The Gulf Corporation Council countries are no exception as they currently experience a process of population aging, albeit at a different stage from many developed countries. However, due to historically high fertility rates and fast-paced epidemiological transition, some of these countries will experience population aging at a higher pace than what has been observed in Europe and the United States. This article reviews recent developments in long-term care policies in the Gulf region with a focus on Oman as an example of a high-income Arab country that is experiencing population aging while still being governed by traditional family aged-care norms. Utilizing existing data and published research complemented by policy analysis and field visits, we analyze the process of population aging in Oman and neighboring countries and its policy implications.     

劳动合同法视域下福建自贸区弹性用工研究

弹性用工是一种灵活的用工方式，是实现人力资源最优配置的有效途径。我国对弹性用工不合理的制度设计，限制了弹性用工效用的发挥，这些制度包括：劳动合同期限制度、劳务派遣制度、特殊工时制度、非全日制用工制度。

《哈姆雷特》蕴含的契约意识具有独特的审美特质。哈姆雷特通过一系列约定，和周围的人一起让混沌的世界恢复了秩序。这一切，不是靠武力和冲动，而是以自由意志为基础的缔约能力。契约的破与立的是故事情节发展的内动力，契约的守与背是哈姆雷特复仇的原动力，契约的自由意志与道德责任是莎士比亚对人性和社会的哲学思考。从这个角度来说，哈姆雷特试图遵循“奥卡姆剃刀”原则，依据约定的破与立，将国家恢复到有序状态。     

Age and total and free prostate-specific antigen levels for predicting prostate volume in patients with benign prostatic hyperplasia

Objectives: To investigate the predictive values of free prostate-specific antigen (fPSA), total PSA (tPSA) and age on the prostate volume.

Methods: The data of 2148 patients with lower urinary tract symptoms were analyzed retrospectively. The patients who had transrectal ultrasonography guided 10 core biopsies owing to the findings obtained on digital rectal examination and presence of high PSA levels (PSA?=?2.5–10?ng/dl), and proven to have BPH histopathologically were included in the study. Age, tPSA, fPSA and the prostate volumes (PV) of the patients were noted.

Results: One thousand patients that fulfilled the inclusion criteria were included in the study. The PV of the patients were significantly correlated with age, tPSA and fPSA (p?r?=?0.307, p?r?=?0.382, p?r?=?0.296, respectively). On linear regression model, fPSA was found as a stronger predictive for PV (AUC?=?0.75, p?p?p?=?0.013).

Conclusions: Although tPSA is an important prognostic factor for predicting PV, the predictive value of fPSA is higher. PV can easily be predicted by using age, and serum tPSA and fPSA levels.
