Implementing Local Safeguarding Children Boards: managing complexity and ambiguity

Local Safeguarding Children Boards (LSCBs) were established under the Children Act 2004 and have responsibility for coordinating and ensuring the effectiveness of the work of partner bodies to safeguard and promote the welfare of children. Drawing on data from a Department for Children, Schools and Families and Department of Health‐funded evaluation, the paper examines the development of LSCBs and the challenges and issues that have been encountered by Boards in implementing new arrangements. In doing so, the paper contributes to current debates about some of the limitations of New Labour's safeguarding reforms as a vehicle for improving outcomes for children and families.     

The management of sex offenders in the community: from policy to practice

This paper provides an overview of the most significant public policy initiatives that apply to known sexual offenders who live in the community. It is argued that while registration schemes, community notification, and offender residency restrictions have become a prominent feature of contemporary sex offender policy, the evidence base supporting their implementation is, at best, limited. There is a need to develop policies which are more tailored to the needs of individual offenders and which are explicitly designed to manage risk. Policies which mandate and facilitate interagency and partnership working represent one way in which individualised and research‐informed approaches can be developed. It is suggested that the implementation of this type of approach may ultimately lead to more effective community responses to preventing sexual reoffending than those which rely solely on monitoring and supervision.     

From ‘Rights to Action’: practitioners' perceptions of the needs of children experiencing domestic violence

Not only has research over the past decade documented the emotional and behavioural consequences for children who witness domestic violence, but a number of studies have used children as participants thus, giving them an opportunity to describe their experiences in their own words. In policy terms, there has been a growing emphasis on children's rights and the importance and understanding of children's perspectives on their own lives. Consequently, children can no longer be perceived as forgotten victims where domestic violence is concerned. This paper explores practitioners' awareness of the needs of children and young people living with, and fleeing from, domestic violence. The research, conducted in a rural area in Wales, reveals that although the views of practitioners reflect the concerns reported by young people in other studies, there can be barriers to meeting these needs. While policy prescribes engaging with children, at the institutional level, operational priorities and increasing administrative demands can actually reduce opportunities for working directly with children. These demands may hamper the development of multi‐agency practice.

研制了减压阀的全自动性能与寿命试验系统.通过采用模块化系统设计来满足不同规格系列产品的多工况运行与各类试验要求,通过对比分析阀芯结构改进前后的流量压降曲线及阀门内部流场特性的数值模拟,说明曲面形阀芯结构能够达到稳定流动状态,并减小了各种工况条件下的阻力损失.     

银行同业竞争、信息发散与银行体系脆弱性

在银行对特定借款人信息私有条件下,银行同业竞争会导致银行在借款人选择过程中对特定借款人信息的发散,使银行丧失对借款人的信息优势。文章通过对A llen和Gale模型的改进,发现银行同业竞争会加剧银行体系脆弱性发生的可能。银行同业竞争加剧条件下,对银行信息的公开和监督有助于缓解银行体系脆弱性的发生。     

职业教育产教依存影响因素系统分析

职业教育的发展离不开区域经济的发展,二者相互促进、共同提升。本文在分析职业教育与产业发展的宏观背景下,具体分析了职业教育与区域经济发展之间的产教依存影响因素有外部因素和内部因素。外部因素有：区域经济发展环境和宏观教育政策;内部因素有：企业参与意愿、职业院校参与能力和学生的职业能力等方面。产教依存影响因素分析对职业教育的可持续发展和区域经济的持续快速发展具有重要意义,意在为职业教育产教依存良性发展找到正向驱动力,减少负面影响。

胡塞尔"生活世界"的概念深深地影响了许茨,许茨借用了这一概念,并把其运用到其现象学社会学理论之中。许茨与胡塞尔的生活世界理论的比较可以概括为:从先验的生活世界到日常生活世界,从先验的主体间性到日常生活中的主体间性,从先验的第一哲学到日常生活中的社会科学。     

基于统计分析的城际铁路建设条件研究

采用基于描述统计学的社会经济统计学方法对我国建成及在建26条城际铁路沿线地区的多项社会经济指标进行归纳统计,进而采用聚类分析的方法对其综合分析,探索能够反映城际铁路建设条件的参考指标,为我国城际铁路的建设规划提供决策参考。
