高校财务监管的现状、问题及对策

随着我国高等教育的跨越式发展,高校教育经费随着办学规模不断扩大而增加,有的高校收支已有几十亿元。教育行政管理部门和高校管理者如何管好用好学校教育经费,提高效益,减少浪费和损失,预防腐败,已成为高校办学的一个重要课题。通过分析高校财务监管的现状和高校目前财务监管存在的主要问题,提出了当前加强高校财务监管的几点对策。

《辛丑条约》签订后，清政府开始在政治上进行变革，推行“新政”和预备立宪。在此过程中，自晚清以降出现的中央和地方的矛盾以及固有的满汉矛盾不断加剧甚至激化，在辛亥革命前夕严重动摇了清王朝的统治。     

Local influence in multilevel models

The authors study the local influence of observations in multilevel regression models. To this end, they perturb simultaneously the variances, responses and design matrix. To measure the local change caused by these perturbations, they use generalized Cook statistics for the fixed and random parameter estimates. Closed form local influence measures also allow them to assess the joint influence of various observations. They suggest a simple computation method and illustrate their results using two examples.     

Adaptive tests of regression functions via multiscale generalized likelihood ratios

Many applications of nonparametric tests based on curve estimation involve selecting a smoothing parameter. The author proposes an adaptive test that combines several generalized likelihood ratio tests in order to get power performance nearly equal to whichever of the component tests is best. She derives the asymptotic joint distribution of the component tests and that of the proposed test under the null hypothesis. She also develops a simple method of selecting the smoothing parameters for the proposed test and presents two approximate methods for obtaining its P‐value. Finally, she evaluates the proposed test through simulations and illustrates its application to a set of real data.

房地产证券化是我国房地产业与金融业发展的一种有机结合 ,它对优化配置与有效利用房地产和资金具有十分重要的意义。它是我国房地产业和金融业发展的客观要求 ,有利于社会资源的分配、稳定证券市场 ;它可刺激相关产业的发展 ,有利于改善投资环境、分散风险。房地产证券化具有扩大资本市场、增强不动产市场流动性、保持不动产市场稳定性和提高投资者效益性等主要特征。     

云南方志的价值及其开发利用

本文简要介绍了云南最重要的几种方志,对云南方志的五个特征:地方性、广泛性、资料性、真实性与民族性进行了论述,分析了云南志的价值,并讨论了开发利用情况。     

Do Lets Work?

This study aims to uncover some of the reasons for differences in attitudes towards family‐friendly and equal opportunities (EO) policies for women between senior and junior staff and between male and female staff. This in‐depth case study of a multi‐national corporation in Hong Kong that included a survey questionnaire, interviews and participant observation suggests four categories of female employees according to their approach to EO: advocators, supporters, outsiders and rejecters. The approach adopted was dependent on the woman's level of empathy towards the situation of working women and the extent of her career ambition. Four categories of male employees can also be classified depending on their level of empathy towards women's situation (similar to women's case) and their extent of career satisfaction (in contrast to women's career ambition), namely, antagonists, outsiders, fence‐sitters and sympathizers. Women at higher levels were less supportive of EO than women at lower levels. No such clear relationship between organizational level and attitudes towards EO was observed among men. In Hong Kong, female managers had little expectation that their organization would be family‐friendly and women workers who consciously chose to balance work and family accepted that it meant fewer promotional chances. No such self‐adjusted depressed ambition was observed among men.     

我国农村民间金融发展问题探讨

农村民间金融在我国农村有其存在的客观必然性。农村民间金融的主要运行形式有:农村信用社(属于国有金融那部分除外)、农村合作基金、合会、民间借贷、私人钱庄、民间集资和小额信贷等。我国农村民间金融发展中存在不少问题,比如民间借贷的利率失控、农村民间金融潜伏着金融风险、容易产生经济纠纷、给国家宏观调控带来困难以及还难以得到法律的保护等。因此,规范和发展农村民间金融,应明确民间金融的地位,改善农村金融领域中二元结构的紧张与对立;将农村信用合作社改造成真正的民间金融;规范农村民间金融,将民间金融纳入金融监管范围;继续支持农村小额信贷机构发展;建立农村民间金触机构存款保险制度等等。     

建立多层次资本市场 促进经济快速发展

目前我国资本市场在规模、功能、结构、规则等方面存在着严重的制度缺陷.资本市场发展与经济发展不协调的现状表明,我国迫切需要培育和建立多层次的资本市场,其主要模式包括主板市场、二板市场、三板市场以及以区域性资本市场为体系的多层次资本市场,扩充资本市场的服务对象,健全和完善资本市场服务体系,以适应我国经济发展过程中不同类型企业的融资需求.
