制约县域经济发展的因素分析与对策建议

以县级行政区划为单位的县域经济是我国国民经济的基础,是建设小康社会的主战场。我国目前县域经济发展缓慢,已成为宏观经济可持续发展的瓶颈。虽然制约县域经济发展的障碍因素较多,本文仅从经济体制、行政体制、财政体制、金融体制、相关政策制度等方面进行分析,提出改革和完善体制、推行"一主三化"发展战略和制订各县域特色经济总体规划的对策建议。     

论旅游业在西部大开发中的地位和作用

通过发展旅游业可以为西部大开发集聚急需的资金 ,促进西部地区产业结构的调整 ,带动西部地区众多行业的发展 ,提供更多的劳动就业机会 ,能有效地促进西部地区人民脱贫致富 ;通过发展旅游业 ,可以改善西部地区的投资环境 ,促进对外开放 ,促进西部地区人民思想观念的更新 ,有利于西部地区生态环境的改善和保护 ,有利于西部地区民族团结、社会稳定和边疆安全。可以肯定 ,在西部大开发中 ,旅游业将占有重要的地位 ,起到特殊的作用。     

浅说采访立场和新闻报道的正确性

树立正确的采访立场,确保新闻报道的正确性,是对每个新闻媒体和新闻从业人员的要求。但在实际工作中,新闻报道的"真实性"、"准确性"与"正确性"的内在联系和区别往往混淆不清。正确的新闻报道要在真实性的原则上,解决好"倾向性"的问题,要善于从总体上、本质上和发展趋势上把握事物的"真实性"。同时,新闻报道的正确程度还要接受人民大众的评判和检验,人民的信任是衡量采访立场和新闻报道正确性的尺子。     

海派的文化位置及与中国现代通俗文学之关系

鸳鸯蝴蝶派文学同海派文学,不是源与流的关系。鸳鸯蝴蝶派和海派在很长时间里是两股文学流。海派自产生之日起便是"现代性"文学的一部分,鸳鸯蝴蝶派则有一个较长的获得"现代性"的演变过程。海派以展露现代文明条件下人的生存与物质关系为基本母题,鸳蝴通俗社会小说却缺乏独特的眼光和生命的体验。海派的两性文学,从生理搏动到包孕现代生命哲学,都市人的内在心理冲突均得到充分的展示;而鸳鸯蝴蝶派的言情文学,长久地在"传统道德"的圈子里打转。鸳鸯蝴蝶派对都市的看法远远落后,海派的都市意识具某种超前性质。在全部或部分地走向"通俗"这一方面,海派和鸳鸯蝴蝶派倒是最有接近点的。但两派的思想意识仍不在一个层次上。人为地去规定纯文学和通俗文学的结合是不会奏效的。

Kernel Density Estimation with Generalized Binning

We propose kernel density estimators based on prebinned data. We use generalized binning schemes based on the quantiles points of a certain auxiliary distribution function. Therein the uniform distribution corresponds to usual binning. The statistical accuracy of the resulting kernel estimators is studied, i.e. we derive mean squared error results for the closeness of these estimators to both the true function and the kernel estimator based on the original data set. Our results show the influence of the choice of the auxiliary density on the binned kernel estimators and they reveal that non-uniform binning can be worthwhile.     

Bootstrap confidence regions computed from autoregressions of arbitrary order

Given a linear time series, e.g. an autoregression of infinite order, we may construct a finite order approximation and use that as the basis for confidence regions. The sieve or autoregressive bootstrap, as this method is often called, is generally seen as a competitor with the better-understood block bootstrap approach. However, in the present paper we argue that, for linear time series, the sieve bootstrap has significantly better performance than blocking methods and offers a wider range of opportunities. In particular, since it does not corrupt second-order properties then it may be used in a double-bootstrap form, with the second bootstrap application being employed to calibrate a basic percentile method confidence interval. This approach confers second-order accuracy without the need to estimate variance. That offers substantial benefits, since variances of statistics based on time series can be difficult to estimate reliably, and—partly because of the relatively small amount of information contained in a dependent process—are notorious for causing problems when used to Studentize. Other advantages of the sieve bootstrap include considerably greater robustness against variations in the choice of the tuning parameter, here equal to the autoregressive order, and the fact that, in contradistinction to the case of the block bootstrap, the percentile t version of the sieve bootstrap may be based on the 'raw' estimator of standard error. In the process of establishing these properties we show that the sieve bootstrap is second order correct.     

等重码构建的多脉冲位置调制UWB通信系统

在已有的单脉冲位置调制的基础上,利用等重码构建了一种多脉冲位置调制的UWB跳时调制方案;并对其AWGN下的信道容量、误码率等性能指标进行了理论分析。数值结果表明,在满足一定的条件下,MPPM能以较低的接收机复杂度在数据容量、误码率等指标上获得比相应的脉冲位置调制及脉冲幅度调制更高的性能,可以作为UWB高速通信应用的一个很好的备选调制方案。

论ATM机跨行取款费上涨的法律性质——兼论对经营者滥用市场支配地位的认定和规制

我国四大国有银行有相继提高ATM机跨行取现手续费标准的经营行为。根据我国《反垄断法》的有关规定，应当原则禁止经营主体滥用市场支配地位行为。经营者是否滥用市场支配地位首先要判断经营者是否处于市场支配地位，是否存在滥用行为，是否存在损害事实，滥用行为与损害事实之间是否存在因果关系。根据反垄断法规定，由反垄断执法机构依法对涉嫌垄断行为进行调查，认为构成垄断行为的，应当依法作出处理决定，并可以向社会公布。我国应不断完善有关法律规定，以使通过私人诉讼遏制经营者实施垄断行为成为可能。通过规制滥用市场支配地位的行为，可以更好地维护市场竞争，提高经济效益，实现消费者利益最大化。
