Identification of arma models with non-gaussian innovations

The problem of modelling time series driven by non-Gaussian innovation has been considered recently by Li and McLeod (1988). In this paper we have discussed the problem of identification of ARMA models with non-Gaussian innovations. Simulation experiments are used to study the applicability of theoretical results.     

Community Development with Emerging Ethic Communities

With the approach of the twenty-first century, community professionals will find minority communities an emerging phenomenon of increasing importance. Professionals need to relate to these communities in new and creative ways. This paper builds on the analysis of Rivera and Erlich (1984), describing a number of recent events and changing conditions significant to minority communities. The importance of ethnic competence is discussed in terms of community practice. Finally, a proposal for a national and local strategy to improve practice and professional education is described.     

Challenging passive partnerships with parents and children in the core group forum: a framework for a proactive approach

This paper looks at two concepts central to effective child protection practice: partnerships and the core group system, which need to work together if we are to improve the worrying, ad hoc approaches to child protection work once a child's name has been added to the child protection register. These concepts emerged at around the same point in time, but little has been written about the core group, even though it has been given the key tasks of formulating, implementing and reviewing the child protection plan, and forging effective working partnerships with other professionals, parents/carers and their children ( Calder 1991, 1995 b; Calder & Horwath 1999 ). Whilst the concept of partnership has received considerable media and publishing attention, no previous paper has explored partnerships with families within the core group phase. This reflects the low priority currently afforded to activity following the initial child protection conference, and arguably sets the core group up to fail, even before it has started ( Calder 1996a, 1998 ). The authors draw on their national research into core group practice to explore the notion of partnerships between the core group and parents, carers and children, concluding with some recommendations on how Area Child Protection Committees can create the environment in which we can move from passive to proactive partnerships within a higher profile for this stage and focus of the work. The authors draw on some suggestions from Messages from Research ( Department of Health 1995a ) and from several small-scale research studies into core group practice.

高负债视域下的高校财务管理创新

分析了目前高校负债现状及生存发展困境,指出了常规财务管理模式存在的缺位,并针对性地提出了引入权责发生制、进行成本预算管理、建立"多元化"的筹资办学机制、科学优化债务结构、拓展管理空间、建立高校财务风险预警系统等建议,使之形成一套较为完整的科学的财务管理体系,促进高校财务管理由核算型向理财型发展,以尽快改变高校高负债这种较为窘迫的生存发展困境。     

论我国核电产业的自主创新战略

通过制定核电产业发展战略的关联分析模型,应用该模型对我国核电产业进行了分析。在此基础上,提出了我国核电产业“引进消化,自主创新,批量生产”的自主创新战略,并从核电站的设计、制造、建造与运营四个方面分析了我国核电产业自主创新战略的目标、核心和技术路线。认为中国核电产业自主创新战略应制定自主创新整体规化、建立健全自主创新的管理支持体系、构建核电科技自主创新平台、建立完善的市场竞争机制和法律支持体系等。     

因子分析法在区域创新系统绩效测度中应用研究

科学的评价方法是客观测度区域创新系统绩效的前提和基础。在分析区域创新系统绩效测度方法问题的基础上,选取测度指标,运用因子分析法对区域创新绩效进行实证研究,并得出结果。     

Inner and outer worlds: a psychosocial framework for child and family social work

Social workers need a framework for understanding and helping children and families which takes into account the inner world of the self and the outer world of the environment, both in terms of relationships and in terms of practicalities such as housing. It is the capacity of social workers to be aware of and integrate in their practice these different areas of concern which defines the distinctive nature of their professional identity. This paper argues that in order to address both inner and outer worlds, social workers need to use relationship-based practice at all stages of their professional involvement with families. It considers what this psychosocial approach means in relation to individual case examples, where the assessment of need and the offering of help can only be achieved in the context of a relationship. At a time when social work is being defined in terms of case management and service provision, it is necessary to reflect on traditional social work skills and values in order to defend what the professional social worker offers as a service in herself.     

Linking the university and the social agency in collaborative evaluation research: principles and examples

This paper presents an analysis of components of successful social work evaluation research practice. Among the key obstacles to successful evaluations of social work intervention are the impoverished knowledge base on which many social work interventions are based, the isolation of researchers and practitioners in the conduct of evaluations, and during research implementation failure to cope with the changing field context. To remedy this situation social work needs to invest in university and social agency partnerships focussed on knowledge building for the profession. In such partnerships the traditional roles of the researcher and the practitioner are altered so that shared responsibility for knowledge development is possible. In addition, to deal with changing field contexts the research team needs to be continuously engaged in problem solving and redesign. An initial example of such a partnership is described together with a case study illustrating implementation of a multi-site field experiment evaluation.     

我国农村公共产品供给机制创新——基于江苏省苏南苏北地区的调查

我国农村公共产品供给机制在权力结构、责任结构和融资结构等方面存在诸多问题,通过对江苏苏南、苏北地区的财政收支、农村公共产品供给在投入主体、决策机制、监督机制等方面的调查与分析,认为应建立财政投资项目绩效管理制度、合理运用以及发挥“绿箱”等支持政策,建立科学高效的农村决策机制,构建城乡一体化的公共产品供给体系,加强农村基础设施产权和管护制度的改革,从而实现农村公共产品供给机制的创新。
