Improvisation – An emergence theory perspective

The paper addresses the occurrence of improvisation and intuition within dynamic business environments from an emergence theory perspective. As argued, the dynamics of the so-called red queen principle forces competition towards the verge of the manageable, making improvised and intuitive action and decision-making not a shortcoming but a necessity in a successful business context. Particularly, the paper discusses how we may interpret the highly rationalistic acts and outcomes of planning and plans in such chaotic and uncertain contexts. We draw upon a longitudinal study of large industrial project deliveries incorporating more than 25 such deliveries.     

Selected indicators for evaluation of eco-innovation projects

This paper addresses a particular innovation projects category, that is, eco-innovation, in line with the fact that a lot of research has been recently carried out in this area, due to increasing attention. Eco-innovation projects are related to development and introducing the new products, processes and services that reduce the overall negative impact on the environment, putting the business and innovation together to create sustainable solutions. The aim of our research is developing a model for prioritization of the most frequent eco-innovation projects in the recycling field. It should be one of the key challenges for national economies as it happens to be one of the current priorities and burning issues for the European Commission (Horizon 2020, CIP, COSME, etc.), giving the proposed model framework. The ranking has been established with regard to common national economy benefits defined through identified criteria, by applying the well-known analytic hierarchy process method of multi-criteria decision-making.

信贷环境与类型差异情景下的PPP项目政府经济承诺决策

为破解政府在PPP项目中存在的"承诺不足"与"承诺过度"决策难题，基于项目类型和信贷环境差异构建四种决策情景，融合优化决策与实物期权理论构建政府经济承诺决策模型，通过Kuhn-Tucker条件分析模型解的条件与边界并设计计算机求解算法，以W市城东污水处理项目为例进行数值模拟探讨政府经济承诺决策规律。结果表明：情景差异将会影响政府经济承诺决策；政府经济承诺可以提升项目价值，但较高的经济承诺未必导致较高的承诺成本；政府应对收益波动型项目给予更低的经济承诺，应在信贷收紧时给予更高的经济承诺，反之亦然；政府可以通过转移收益分配权和增加投资额来降低经济承诺，且不同情景效果具有差异。本文系统刻画了信贷环境与类型差异对经济承诺决策的影响，对于明晰经济承诺的决策成本及其后果、控制PPP项目金融风险、优化我国政府经济承诺决策等具有积极价值。

工程与社会：一种工程社会学的初步分析——以中国西部地区生态移民工程为例

在阐述"工程"和"工程社会学"的基础上,认为就像任何工程活动都是嵌入在社会结构和社会关系之中的一样,在西部地区实施的生态移民工程也是嵌入在中国社会尤其是西部社会的结构之中的,西部地区在追求经济发展过程中所造成的对生态环境的破坏,促使了生态移民工程的实施。将生态移民工程与农民的身份转换结合起来,是中国西部地区农民市民化一条可行的途径。把生态移民工程和城市化建设科学地结合起来,是西部地区经济社会发展和实现现代化一种重要途径。     

中国工程外迁移民置换安置模式的审视——以江苏省大丰市移民安置点为个案

本文以三峡外迁移民安置试点单位大丰市为个案,在前文分析的基础上,从外在条件制约、旧房纠纷、跟踪监督机制、移民对象要求等方面,对“选购旧房安居、置换土地生产”的安置模式作了认真的检讨,以使我们在认识和运用置换安置模式时有一清醒的头脑。     

主体资质影响合同效力之理论探析————以建设工程合同为例

通过案例整理发现,现行法律制度中,判定主体资质有瑕疵的建设工程合同无效的理由主要为违反效力性强制性规定和法人行为能力欠缺,但此种认定路径并不合适,以损害社会公共利益为判定理由更具正当性。对于主体资质失而复得从而恢复合同效力的司法解释,无论是法律行为的补正或确认制度,或以主体资质作为法律行为的特别生效要件等学说,都难以成为其理论依据。从保护特殊建筑的法规立法目的的角度,可以判定主体资质嗣后取得的合同有效,但这只能是少数情形。     

基于低碳经济视角的建设公共工程项目的前提条件评价

将低碳经济发展的要求与公共工程项目建设的前提条件相结合,采用修正的QFD技术这一评价模型,提出一个普适性的、可以有效监督评测建设这类项目的前提需求的评价指标体系。研究表明该评价体系为开展公共工程项目建设前提条件评价提供了参考依据,能够较好地体现低碳经济的需求,使基于低碳经济需求下公共工程项目的建设有针对性,更加科学有效。
