对中国劳动安全卫生保护问题的反思

近些年来,中国连续发生了一系列的重大劳动安全生产卫生事故,中国劳动安全卫生法律制度及执行过程中曝露出不少问题。要合理解决这些问题,应当正确实现政府角色定位、完善职业灾害补偿制度;兴起"零"灾害运动;尽快制定和完善相关立法等。     

Accountability in action?: the case of a database purchasing decision 1

The increasing prevalence of audit in university settings has raised concerns about the potentially adverse effects of invasive measures of performance upon the conduct of research and generation of knowledge. What sustains the current commitment to audit? It is argued that in order to address this question we need to understand how and to what extent notions of accountability are played out in practice. This is illustrated through the analysis of materials from an ethnographic study of ‘good management practice’ in the deployment of technologies in university settings. The paper examines the ways in which ideas of accountability — involving considerations such as ‘value for money’— inform the practical processes of deciding about the purchase of a new database technology.

Consumer Selection of Food-Safety Information Sources

The aim of this study is to examine the preferences of consumers for different information sources when they have a question about food safety. On the basis of a nationally representative survey conducted in the Netherlands, five distinct consumer groups are identified that not only differ on the reported use of information sources but also regarding several personality characteristics and sociodemographic variables. The empirical results show that two-thirds of the consumers are selective in their use of information sources and prefer either institutional or social sources. So, multiple information-acquisition patterns exist among the general public. The study illustrates how these findings can help to develop effective risk communication strategies.     

对我国独立审计民事责任认定与追究机制的探讨

随着我国经济体制改革步伐加快和加入世界贸易组织后独立审计职业发展空间的扩展,中国审计市场也正经历着前所未有的改革和发展。但是近年来国内审计市场曝光了一系列重大的审计失败案例,暴露出现行的独立审计民事责任认定和追究机制不适应中国独立审计事业的发展现状。针对中国独立审计民事责任认定与追究机制的特点进行分析,指出适应独立审计国际化的发展趋势,中国应借鉴美国审计市场机制的成熟经验,进一步完善该机制,使得未来的审计责任追究机制呈现出较高的独立性和惩戒的严厉性等特征。     

合同语言的内在秩序与合同解释的客观主义

合同语言的歧异性之普遍存在决定了合同解释的普遍性。合同语言的公平、效率和安全等内在价值,则规定了合同解释必须遵循这种价值基础;而合同语言的内在秩序也只有在合同解释的客观主义中才能够得到最好的说明。

为了对学校意外安全事故进行管理,建立可以综合反映学校意外事故安全评价的指标体系,采用"模糊综合评价法"对学校意外事故进行综合评价。通过对某评价学校的安全评价,建立了学校意外伤害事故评价指标体系。     

Model-based measurement of latent risk in time series with applications

Summary.  Risk is at the centre of many policy decisions in companies, governments and other institutions. The risk of road fatalities concerns local governments in planning countermeasures, the risk and severity of counterparty default concerns bank risk managers daily and the risk of infection has actuarial and epidemiological consequences. However, risk cannot be observed directly and it usually varies over time. We introduce a general multivariate time series model for the analysis of risk based on latent processes for the exposure to an event, the risk of that event occurring and the severity of the event. Linear state space methods can be used for the statistical treatment of the model. The new framework is illustrated for time series of insurance claims, credit card purchases and road safety. It is shown that the general methodology can be effectively used in the assessment of risk.
