以人为本的历史渊源与基本内涵

基于历史渊源以人为本的基本内涵有三个层次：从主客体关系上，把人当作主体，强调人在历史发展过程中的地位和作用，即发展依靠人；从目的和手段关系上，把人作为目的，社会发展的最终目的是人本身；从事实和价值的关系上，把人看做是尺度，在分析和解决一切问题时，更要既坚持物的尺度，也坚持人的尺度，把最广大人民群众的根本利益作为一切工作的出发点和落脚点，即尊重人。     

Social Networks Derived from Affiliations and Friendships, Multi-informant and Self-reports: Stability, Concordance, Placement of Aggressive and Unpopular Children, and Centrality

This study compares three variations in how researchers construct middle childhood social networks: (1) with friendships or affiliations as a relational tie; (2) with children providing self reports of relationships, or in addition, multi-informant reports of relationships in which they are not involved; and (3) whether network computation is correlational or distance-based . The sample was 357 fourth- and fifth-grade students in 17 classrooms. The strongest differences were between self-reported friendship and affiliative networks. Results showed that compared with affiliations, friendship networks had smaller groups, more isolates, and lower fall-to-spring stability. Agreement in social placement between friendship and affiliative networks was generally average, but poor for unpopular and aggressive children. Multi-informant affiliative networks were most robust in their positioning of aggressive children. Multi-informant centrality was uniquely uncorrelated with aggression. Network computation differences were not substantial. Discussion focuses on recommendations for research and the educational promise of network technology.     

职业院校思想政治教育应重视“五结合”

论述了职业教育在经济社会发展中具有不可替代的重要作用。指出我国职业教育在实施中存在更多地关注了学生专业能力和技术的培养,相对忽视了一些非智力、非技术性的品质、素养的塑造与提高等问题。针对职业院校学生的实际情况,提出了结合学生心理、结合学生专业、结合顶岗实习、结合社会实践、结合学生就业等加强学生思想政治教育的措施,以增强德育教育的科学性、针对性、实效性,全面提升学生的综合素质。     

Predictive factors of acculturation attitudes and social support among Asian immigrants in the USA

This study examines acculturation attitude and its relation to social support among Asian immigrants. The data were collected from 242 Korean, Indian and Filipino immigrants in the USA using the Acculturation Attitude Scale and the Social Support Index. Findings showed that Koreans had a less positive attitude toward acculturation than did Indian and Filipino participants. Acculturation attitude was positively correlated with educational level and English fluency. This study also found a negative correlation between acculturation attitude and social support. Social support from friends and English fluency were identified as significant predictor variables in determining the level of acculturation attitude. These findings not only contribute to social work education and practice, but also increase cultural sensitivity and awareness in working with these populations.     

Computer-Supported Distance Art Therapy: A Focus on Traumatic Illness

SUMMARY

Recent research has documented the growing gap between those who have access to information technology and those who do not. Reviewing available literature regarding the lack of access to computers and technology by oppressed groups, this paper discusses problems inherent in ignoring this issue in social work education and practice. Finally, some of the promising interventions currently used to address problems of access are outlined and recommendations for social workers are highlighted.     

Protection and Advocacy for Individuals with Mental Illness Act

Abstract

This study explored the perceptions of one state's policy stakeholders toward the implementation of the Protection and Advocacy for Individuals with Mental Illness Act (PAIMI Act). This congressional act established state programs authorized to investigate abuse, neglect, and civil rights violations against individuals with mental illness in residential facilities. A qualitative case study approach was selected to study the perceptions of the impact of this law. Participants were chosen using a maximum variation sampling of four diverse stakeholder groups. In-depth interview responses were developed into a series of proposed assertions regarding the impact of the PAIMI Act.     

盐业企业人力资源优化配置的探讨——以四川久大品种盐有限责任公司为例

四川久大盐业（集团）公司是目前中国规模最大、配套最全的井矿盐生产企业集团，品种盐是四川久大盐业（集团）公司旗下的一个全资子公司，品种盐有限公司在人力资源配置方面进行了一些改革，并收到了一定的效果。但要对人力资源进行优化配置不是一件容易的事情，就其现有的人力资源配置情况也存在诸多问题，表现为年龄结构老龄化、知识结构不合理、性别结构不合理等。针对这些问题，可从调整员工年龄结构、加强员工培训力度、调整性别配置比例等方面入手，解决盐业企业人力资源优化配置的问题。     

探析我国突发公共卫生危机治理的路向选择

文章就当前我国突发公共卫生危机应对只处于“管理”而非“治理”的现状，提出我国需要建设由政府部门、非政府组织、私营部门、公民个人和家庭及国际组织等全主体力量的参与，形成高度组织化的突发公共卫生危机治理体系，使之成为全主体、全危险要素、全过程应对突发公共卫生危机的长期合作网络和制度平台，即着眼全球视野的治理网络，凝聚全国组织治理公共卫生危机的整体合力；着力全主体应急平台建设，整合全部资源畅通公共卫生危机的信息机制；着手全方位应急预案体系，操演全新流程强化公共卫生危机的响应计划；着重全国民疾病防控体系，强化全员监督提高公共卫生危机的应对能力；着实全社会应急知识宣教，推动全民学习锻造公共卫生危机的组织实力。     

未成年人犯罪案件中的社会调查研究

以审判实践和比较法研究的视角提出未成年人犯罪案件中的社会调查制度，应该由选择适用修改为必经程序，启动时间应该在诉讼开始的侦查阶段，基于此排斥调查报告的证据属性，确立公安机关为社会调查的主体，组建专业的社会调查员队伍，以提高诉讼效率，克服法律规定内容笼统，可操作性不强的弊端，更好发挥该制度在司法实践中的作用。     

A Comparison of Spanish and American Housing Policy Frameworks Addressing Housing for the Elderly

Abstract

Housing policies in Spain and die United States have important similarities and dissimilarities mat affect housing for the elderly. Spain, even more so than me United States, promotes homeownership. Bom countries face significant challenges in addressing the housing needs of the elderly, particularly those challenges associated wim aging in place. The paper reviews me broader housing policy frameworks in bom countries in order to understand me context for elderly housing policy. The paper identifies lessons from the American experience mat can expand housing policies in Spain.
