浅析我国再就业工程所面临的问题及对策思路

随着我国企业改革的不断深化，全国各地不断涌现一大批下岗待业人员和为数众多的失业者。如若得不到妥善安置，势必影响企业深化改革的顺利进行和社会的稳定。再就业工程为一项旨在帮助下岗和失业职工重返工作岗位的宠大工程，已引起社会各界的重视。再就业工程在实施的两年多时间里，取得了一定成效，但也面临许多问题，要顺利解决这些问题，必须要有新的思路和对策     

失业与通货膨胀的跨期替代——评2006年诺奖得主埃德蒙•费尔普斯的学术贡献

作为一名杰出的经济学家,2006年诺贝尔经济学奖得主埃德蒙·费尔普斯的一个重要学术贡献体现在对失业与通货膨胀方面的创新性分析上,包括建立“孤岛模型”,对菲利普斯曲线的修正以及自然失业率的提出等。他的理论研究加深了人们对于通货膨胀和失业之间的跨期替代关系的认识,并对经济学研究和经济决策产生了决定性的影响。     

Leisure Activities in Unemployed Emerging Adults: Links to Career Adaptability and Subjective Well‐Being

The present study examined if frequency and quality of 3 types of leisure activities (i.e., relaxation, achievement, and social) can function as protective factors for subjective well‐being (SWB) and career adaptability (CA) among 184 unemployed emerging adults (84 women, 100 men). Participants responded to measures of leisure frequency and quality, SWB, and CA. The results of a multivariate analysis of variance indicated that the frequency of relaxation, achievement, and social leisure activities had no effect on SWB and CA. However, regression analyses indicated that the quality of social leisure activities significantly predicted SWB and the quality of achievement and social leisure activities significantly predicted CA. The quality of relaxation leisure activities was not associated with SWB and CA. Findings indicate that counselors who work with unemployed emerging adults can use leisure activities to promote SWB and CA. Future research to better understand the role of leisure in well‐being and career development among emerging adults is encouraged.     

Unemployed by choice: young creative people and the balancing of responsibilities through strategic self-management

The Danish welfare system inadvertently provides a good opportunity for young creative people to pursue their dreams in creative fields such as art, acting, music while being on unemployment benefits. As Michael, one of the participants, puts it: ‘I consider unemployment benefit entrepreneurial support’. The subversive practice is illegal. This qualitative study investigates how young unemployed people who choose to be unemployed in order to engage in innovative projects in creative fields understand and justify their practice. Analysis of in-depth interviews with six young unemployed persons shows how the understanding and management of responsibility is pivotal in the self-understanding and legitimization of receiving unemployment benefits by choice, not out of need. This creative group reflects the contours of a new type of unemployed that has received very little attention in the research literature. The group challenges the traditional representation of the unemployed and portrays themselves as innovative, competent and able to cope with financial insecurity even though it is psychologically distressing and a risky path to go down. We characterize them as strategic self-managing as they use educational systems and unemployment benefit systems for something entirely different from what they are intended – they use it to create their own artistic life courses. This study tentatively points to a categorization distinguishing between personal, social and societal responsibility by which we can improve our understanding of responsibility in neoliberal contexts.     

试析隐性失业农村劳动力的转移与分流

农村劳动力的隐性失业问题在全国具有广泛的普遍性,对经济发展、社会稳定与和谐社会的构建已经形成制约和障碍,积极促进和帮助农村隐性失业劳动力的转移、分流、分化进而实现其充分就业对缩小地区差距、城乡差距和构建和谐社会具有举足轻重的作用.促进隐性失业农村劳动力的转移、分流与分化,应该积极推进制度变迁,深化农用地改革,正确选用农业技术,发展劳动密集型产业,提高人力资本量,改善人力资本约束,十个指头弹琴,多渠道分而化之.     

失业保险金给付博弈分析及其优化设计

我国现行失业保险制度运行中存在失业保险金的给付两难,给付双方是一种博弈关系。通过构建政府与失业人员的失业保险金给付静态博弈和完全而不完美信息动态博弈并进行解析,需要从缩短失业保险金的给付期限、充分发挥失业保险金的促进就业功能等方面对现行失业保险制度进行优化设计。     

湖南省城镇再就业问题探讨

分析了湖南省城镇职工失业、下岗状况 ,并对造成省内失业、下岗的原因进行了全面细致的讨论。在此基础上提出了治理失业、下岗的各项有效措施 ,如 :转变观念、强化培训、发展经济和完善社会保障体系     

充分就业状态及其发展陷阱

人力资源配置效率高低的根本标志就是就业或失业程度,国际主流经济学把充分就业定义为消灭了非自愿失业的就业状态。市场供求规律调节和市场经济所特有的人口规律发挥作用的必然结果,就是供过于求的劳动力作为失业人口而存在,这是一切市场经济的常态。失业人口流动是市场经济高效率运行的根本原因所在。充分就业作为当今世界各国普遍追求的最优发展状态,归根结底是有利于人的发展的。入世后并正处在社会转型期的现代中国,仍然存在传统非效率就业的巨大路径依赖性,因此应尽快走出"充分就业陷阱"。     

Structural reforms and labor markets in Argentina

Argentina is considered to be one of the most successful cases of structural reforms in Latin America, because of the extent and rapid pace of the reforms after the hyperinflationary process of 1989–1990. At the beginning of 1991, the convertible plan was launched and inflation fell sharply. However, even when the economy is growing fast, the problems in the labor market seem to worsen. Unemployment and underemployment have risen, and an increasing number of people have fallen out of normal work. The article analyzes how changes in labor markets are closely related to the transformation process in the economic system. After a summary of the situation before the crisis of the 1980s, the article analyzes the stabilization plans applied and then discusses the current dynamics of labor markets and the policies implemented to change labor regulations. Finally, some hypotheses about future scenarios are presented.     

The policies of unemployment protection in Europe

The abundant literature on welfare state policies, regimes or ‘worlds’ has been only limitedly interested in unemployment protection, and even less in youth unemployment protection. What is clearly lacking in the literature is an updated analysis of the most recent policies developed in European countries targeting youth. This mini‐symposium aims to fill in this gap by presenting findings from an EU‐funded research project entitled ‘Youth, Unemployment and Exclusion in Europe: A Multidimensional Approach to Understanding the Conditions and Prospects for Social and Political Integration of Young Unemployed’ (YOUNEX). The main aim of the research endeavour was to develop theory and contribute to empirical knowledge concerning the social and political exclusion of unemployed youth in Europe.
