廉洁文化在反腐倡廉中的作用

廉洁文化是战胜腐败现象的强大力量,加强廉洁文化建设有利于营造良好的反腐倡廉氛围。我们要从对腐败界定的认识、对权力地位的曲解、对陈疴陋俗的趋附、对反腐倡廉信心的缺失四个方面认识诱发腐败的文化根源;从廉洁文化所具有的唱响敬廉崇洁主旋律、完善矫歪治邪潜规则、树立扬善弃恶新思维、营造激浊扬清大环境四个方面认识廉洁文化在反腐败中的独特作用。     

我国居家养老服务体系中政府的职责定位研究

居家养老服务在我国已有10年的发展历史，但无论是实践操作还是学者的研究，对于政府在居家养老服务体系中的定位仍然存在一些误区。文章认为，政府在倡导示范、发布规划、政策扶持、监督评估、整合资源五个方面发挥其作用，全面推动居家养老服务体系建设和发展。

在＂领导-社会行为＂的互动中,为了能获得双向的沟通,达到＂共荣＂而避免＂共损＂,领导就必须树立公共关系意识。随着女性踏上领导岗位,其不可避免也要进行公共关系活动。但在公共关系视域下的女性领导者却面临着多重角色悖论,文章基于对这些悖论的分析,试图提出一些解决悖论的思路。     

Homosexual role separation: Implications for analyzing and modeling the spread of HIV

The analysis of the spread of HIV in homosexual populations must be based on knowledge of all factors which promote or inhibit transmission. Recently, data were reported from the Amsterdam cohort study that imply that sexual role separation and the changes therein should be taken into account in analyzing and modeling the spread of HIV. In this paper, a role separation mixing model is described and linked to data from the Amsterdam cohort. The model allows one to study the impact of homosexual role separation on the spread of HIV. The homosexual men are classified into four sexual subgroups based on the preference for: 1) no anal intercourse; 2) anal insertive only; 3) anal receptive only; 4) both insertive and receptive. The analysis accounts for variability and change in homosexual role behavior and loss to follow up. The results support the conjecture that there are large differences between the risks of receptive and insertive anal intercourse, with the latter carrying only minimal risk. The analysis indicates that the spread of HIV is mostly restricted to subgroup 4, the largest and sexually most active subgroup. In this subgroup, the estimated probability of HIV transmission from an infected insertive partner (in subgroup 2 or 4) to a receptive susceptible (in subgroup 4) is between 1 and 5 percent (assuming a closed cohort).     

Beliefs About Diet and Health:

Low income older women (N = 20) in South Carolina were recruited from congregate meal sites for qualitative interviews to assess beliefs about general health, physical functioning, and preventive health behaviors. A loosely structured interview guide of topics was used to encourage free expression of informants' ideas. The Ethnograph analysis package was used for data analysis. In response to open-ended questions, the women spontaneously shared their beliefs about diet and health. Implications for health promotion in rural areas are discussed.     

Is there nothing beyond postmodernism and ‘the theoretical Other’? The need for balancing universalism and diversity in social work

In his article, 'Against difference and diversity in social work: the case of human rights', Stephen Webb captures several important problems concerning the application of a postmodern human rights perspective in social work. Although accepting Webb's diagnosis, for example that the postmodern discourse neglects basic structural conditions essential for understanding social problems and thus leads to a policy of symbols and rhetoric, this article argues that Webb reifies the perspectives of diversity and universalism and misses the need for balancing these aspects in the practice of social work. Some general argumentative techniques in the postmodern discourse are identified, and it is argued that several of Webb's conclusions are reached via those argumentative techniques, particularly when it comes to his claim that the philosopher Alain Badiou could play a central role for social work. The possibility of implementing in social work general philosophical programmes such as Alain Badiou's is questioned.
