As part of the celebration of the 40th anniversary of the Society for Risk Analysis and Risk Analysis: An International Journal, this essay reviews the 10 most important accomplishments of risk analysis from 1980 to 2010, outlines major accomplishments in three major categories from 2011 to 2019, discusses how editors circulate authors’ accomplishments, and proposes 10 major risk-related challenges for 2020–2030. Emergency material allocation is an important part of postdisaster emergency logistics that is significant for improving rescue effectiveness and reducing disaster losses. However, the traditional single‐period allocation model often causes local surpluses or shortages and high cost, and prevents the system from achieving an equitable or optimal multiperiod allocation. To achieve equitable allocation of emergency materials in the case of serious shortages relative to the demand by victims, this article introduces a multiperiod model for allocation of emergency materials to multiple affected locations (using an exponential utility function to reflect the disutility loss due to material shortfalls), and illustrates the relationship between equity of allocations and the cost of emergency response. Finally, numerical examples are presented to demonstrate both the feasibility and the usefulness of the proposed model for achieving multiperiod equitable allocation of emergency material among multiple disaster locations. The results indicate that the introduction of a nonlinear utility function to reflect the disutility of large shortfalls can make the material allocation fairer, and minimize large losses due to shortfalls. We found that achieving equity has a significant but not unreasonable impact on emergency costs. We also illustrate that using differing utility functions for different types of materials adds an important dimension of flexibility.  相似文献

An index of Perceived Economic Well-Being is constructed using factor analysis and tested for reliability and validity. The index is composed of (a) perceived income adequacy, and satisfaction with (b) current total household income, (c) amount of money your family is able to save, (d) amount of current debt, (e) level of consumption, (f) amount of household net worth, and (g) resources available to meet a financial emergency. The index is used in regression analysis. Results show that financial managers perceive economic well-being more favorably if they are more satisfied with resources and with the current level of living, view the present financial situation as better compared to 5 years ago, save on a regular basis for goal(s), and have a higher income. Financial managers who report more frequent financial problems, worry more about where money would come from to pay bills, and more frequently make only minimum payments on charge accounts perceive economic well-being less favorably.Preparation of this research was supported in part by the Illinois Agricultural Experiment Station. This study is a contribution to the development of family resource management scales, specifically financial management scales. Principal axis factor analysis, with varimax rotation, is used to assess underlying relationships in 23 family resource management variables related to time and money resources. Reliability and content, construct, and criterion-related validity of the scales are assessed. Two scales that are reliable and have some degree of validity are developed: frequency of financial problems and frequency of financial management. The scales could be used in future research, teaching, or counseling to organize financial management concepts.Preparation of this research was supported in part by the Illinois Agricultural Experiment Station. Path analysis is used to examine the causal relationships among selected objective and subjective factors associated with a household's expectation of future financial condition. Results indicate that respondents who perceive the effect of changes in the external environment on their own household's financial condition as positive are younger, have higher net worth, perceive more internal control over their situation, and report that most of the changes in the external environment are positive. Respondents who are younger, have higher income, perceive more internal control over their situation, and believe the effect of changes in the external environment on their household's financial condition are positive are more likely to be optimistic about their financial future. Studies investigating the connection between environmental factors and migration are difficult to execute because they require the integration of microdata and spatial information. In this article, we introduce the novel, publically available data extraction system Terra Populus (TerraPop), which was designed to facilitate population–environment studies. We showcase the use of TerraPop by exploring variations in the climate–migration association in Burkina Faso and Senegal based on differences in the local food security context. Food security was approximated using anthropometric indicators of child stunting and wasting derived from Demographic and Health Surveys and linked to the TerraPop extract of climate and migration information. We find that an increase in heat waves was associated with a decrease in international migration from Burkina Faso, while excessive precipitation increased international moves from Senegal. Significant interactions reveal that the adverse effects of heat waves and droughts are strongly amplified in highly food insecure Senegalese departments.  相似文献

Over the last 30 years, the victims' rights movement has expanded the role of victims in the American criminal justice system. As a result of this movement, judges, prosecutors and parole boards must now hear victims' views at all stages of the criminal justice process, including plea bargains, and sentencing and parole decisions. Legislative efforts have been spearheaded by victims' families, and legislation has been named after deceased victims. Also, victims' families can now view executions in states across the country. The victims' right movement assumes that the criminal justice system should privilege victims' interests over those of society. In so doing, it denies society as a consideration, which is tantamount to a denial of society itself. This article positions victims' rights' denial of society within the current conjuncture, marked as it is by the contradiction between neoliberalism and American liberalism. Victims' rights' denial of society is an expression of the denial of society implicit in American neoliberalism, which seeks to privilege individual interests over those of society. This paper argues that victims' rights is a powerful element of the neoliberal project for three reasons. First, victims' rights imputes the authority of legal discourse to neoliberalism's denial of society. Second, important actors in the rise of neoliberalism have also worked to establish victims' rights. Finally, victims' rights comprehensively circulates throughout America and offers powerful points of identification that incorporate Americans into the victims' rights formation. I explore the denial of society in three victims' rights practices: naming criminal legislation after crime victims and passing such laws in honour of victims; allowing victims' families to view executions; and prosecutors, judges and police personnel making legal decisions according to victims' wishes. I examine the consonant denial of society in three neoliberal practices – monetarism, supply-side economics and welfare reform – and demonstrate how neoliberal advocates like Bill Clinton, Ronald Reagan and Paul Gann worked to advance victims' rights. I also describe the production, consumption and comprehensive circulation of victims' rights texts. Finally, I consider Cultural Studies' unique contribution to legal studies.  相似文献

A jury and two valid options are given. Each agent of the jury picks exactly one of these options. The option with the most votes will be chosen by the jury. In the N-couple model of Althöfer and Thiele (Theory and Decision 81:1–15, 2016), the jury consisted of 2N agents. These agents form N independent couples, with dependencies within the couples. The authors assumed that the agents who form a couple have the same competence level. In this note, we relax this assumption by allowing different competence levels within the couples. We show that the theoretical results of Althöfer and Thiele remain valid under this relaxation.  相似文献

Psycho-education interventions for families affected by parental mental illness have been found to be effective. This study aimed to assess the feasibility of a psycho-educational resource for parents, designed to initiate family discussions about parental mental illness and educate parents about the impact of their illness on children. In a mixed methods design, 19 parents read the “Let’s Talk About Children” psycho-educational resource and completed pre-and-post questionnaires measuring their perspectives of mental illness and awareness of the impact of mental illness on their children and family. 18 of these participated in a follow-up, one hour, individual interview to obtain further feedback on the resource. After viewing the resource, changes in parents’ attitudes and/or behavior in relation to mental illness and parenting were recorded. Interview findings indicate that the resource gave parents an awareness of the skills and knowledge needed for initiating family discussions about parental mental illness. The results of this study can be used to inform future interventions targeting parents who experience mental illness.  相似文献
