Canadian Sociological Association Outstanding Contribution Lecture: The Fading of Redistributive Politics in Canada

Are redistributive politics in Canada fading or merely in abeyance? In this essay, I examine the empirical evidence for the “fading” metaphor, examine new, neoliberal lenses that have shaped recent policy developments, and identify changes in the role of political actors and policy‐making institutions that have facilitated the redistributive weakening. Ever the optimist, however, I conclude on an upbeat note on future democratic possibilities for a fairer and more just Canada. La politique de la redistribution au Canada, est‐elle en train de s’étioler ou est‐elle tout simplement en suspens? Dans un premier temps, je pose le contexte empirique à la fois pour et contre la métaphore d’ “étiolement”, tendances concernant la disparité des revenus, la pauvreté, et la répartition du revenu. Dans un deuxième, je me concentre sur le rôle des nouvelles politiques ainsi que sur le soi‐disant virage néolibéral dans l'idéologie politique qui ont façonné nos réponses à ces développements. Finalement, je discute le caractère changeant à la fois des acteurs politiques et des institutions politiques qui ont restructuré d'une façon cumulative la politique de la redistribution des revenus au Canada.     

Community Reactions to Young People Who Have Sexually Abused and Their Families: A Shotgun Blast,Not a Rifle Shot

Data on 117 young sexual abusers were examined to investigate the nature of community responses to young people's abusive behaviour. A wide range of community responses were found, with stigmatisation, social isolation and collateral damage being common. A contagion effect was noted, with community responses extending over time and across contexts. Some young offenders and their families were attacked and forced out of their homes. In some cases, community responses heightened risk factors. The policy and practice implications of the findings are discussed, including the need for caution about the inclusion of children in policies on community notification of sex offenders.     

Policy lessons for strengthening nonprofits

Those who develop or influence Australian public policy impacting on the nonprofit sector rarely have adequate empirical research upon which to base their judgments. Giving Australia research evidence relevant to strengthening giving and volunteering is brought together in this article to inform policy options for government, nonprofit and philanthropic entities. It begins with consideration of research findings related to the capacity of those that give or volunteer and the implications these findings have for policy. Three key criteria are developed for assessing policies to strengthening giving and volunteering, behaviours that primarily assist nonprofit organisations – policies that build trust between those that give and the recipients of their gifts, policies that strengthen affiliation and policies that encourage planned giving.     

On having the opportunity

There are least two general notions of having the opportunity to perform an action, one that concerns what is permitted on the basis of rules, regulations, or customs and another that concerns what is possible according to the physical or mental circumstances. The notion of having the opportunity within a set of circumstances is investigated and analysis in terms of physical possibility is proposed. A distinction is then made between a strong, person-dependent sense of opportunity and a weak, person-independent sense. It is also observed that care must be taken to distinguish the proposed analyses from criteria for determining whether someone has an opportunity.     

Assessing the impact of new technology in information systems

Computer and communication technology is changing at an increasing rate. New technologies are emerging: the price- performance of current technology is improving. There is a need to assess the impact of technology on new information systems projects, particularly those dealing with distributed processing and electronic office systems. Such an assessment provides direction and guidance in long range and intermediate term information services planning. It can potentially prevent costly conversion efforts. An approach is developed for obtaining this assessment. Two case examples of applications are provided which illustrated the method, results and benefits.     

Dynamic reliability models with conditional proportional hazards

A dynamic approach to the stochastic modelling of reliability systems is further explored. This modelling approach is particularly appropriate for load-sharing, software reliability, and multivariate failure-time models, where component failure characteristics are affected by their degree of use, amount of load, or extent of stresses experienced. This approach incorporates the intuitive notion that when a set of components in a coherent system fail at a certain time, there is a jump from one structure function to another which governs the residual lifetimes of the remaining functioning components, and since the component lifetimes are intrinsically affected by the structure function which they constitute, then at such a failure time there should also be a jump in the stochastic structure of the lifetimes of the remaining components. For such dynamically-modelled systems, the stochastic characteristics of their jump times are studied. These properties of the jump times allow us to obtain the properties of the lifetime of the system. In particular, for a Markov dynamic model, specific expressions for the exact distribution functions of the jump times are obtained for a general coherent system, a parallel system, and a series-parallel system. We derive a new family of distribution functions which describes the distributions of the jump times for a dynamically-modelled system.

Practice Learning and the Development of Students as Critical Practitioners—Some Findings from Research

This article reports some findings from an ESRC‐funded research project which has been examining the development of criticality in undergraduate students, taking social work and modern languages as contrasting disciplines. This twin‐track study aims to develop the conceptualisation of ‘criticality’ in the context of empirical research. This article examines the development of criticality in final year social work students, where the practice learning experience is predominant. The analysis is framed by the project's developing theoretical conceptualisation of criticality.
