The African Evaluation Guidelines: 2002. A checklist to assist in planning evaluations, negotiating clear contracts, reviewing progress and ensuring adequate completion of an evaluation

A review of the US ‘program evaluation standards’ (PES), undertaken in a series of workshops and meetings of networks of evaluators in Africa, resulted in modifications to those standards. The result was presented to a plenary session of the Inaugural Conference of the African Evaluation Association in September 1999, attended by over 300 evaluators from 35 countries. The AfrEA Conference decided that a systematic effort should be made to produce a list of African evaluation guidelines, similar to the PES, and that this checklist should be reviewed by national evaluation associations and networks in Africa and field tested in several countries. Ten national and regional networks and associations suggested modifications to the text and endorsed the final version of the guidelines.

儒学对于建构和谐世界的意义——中国孔子基金会“儒学与和谐世界研讨会”论要

儒学能用于建设和谐世界的资源主要有仁、中、和、大同、天下为公等等。本次会议对此有全面的论述,值得注意的论点有:仁是和谐的立足点和出发点;中道在全球有普适价值;以力才能“致中”,以增强综合国力为前提才能真正达到世界“中和”;儒学可称作是一种秩序的和平学说;坚持和而不同是建构和谐世界的总的原则;天下为公才能天下太平;儒学思想资源要向世界推广,应当深入了解东西方思想的结构性差异,敢于用我们自己的话语结构去谈论现代问题,建立国际文化互信机制。

产业转移是经济发展的必然趋势。东部产业转移为南宁市加快发展提供了巨大的机遇。南宁市要紧抓这一重要机遇,充分发挥自身具有的优势,努力解决存在的问题,主动承接东部产业转移,有力推动南宁市经济跨越式发展。     

Evaluation of HIV/AIDS prevention through peer education, counselling, health care, training and urban refuges in Ghana

Since 1996, Ireland Aid has supported UNICEF Ghana in the implementation of five activities that promote behaviour change to limit the spread of HIV/AIDS and STIs. The interventions are run by different local organisations, and have provided over 75,000 in and out-of-school youth and commercial sex workers with preventive education. People retained the information given, are knowledgeable about how HIV is transmitted, and can name key preventive methods. They pass on the information to their friends. Commercial sex workers were empowered to support one another in negotiating for safer sex. The programme was supported by community members, leading to demand for condoms and for education on HIV/AIDS/STIs. One project gave support to pregnant girls, including health care and vocational training. A drawback in the programme has been the occasional delays in the supply of the educational materials to the peer educators.

随着少数民族大学生的入校,各民族之间的接触、文化上的碰撞、心理上的冲突将不可避免。为了使少数民族大学生对自己的心理结构作适当调适,以较快适应大学学习生活,我们有必要对少数民族大学生面临的心理矛盾与冲突进行分析研究,以期对其发展的现实性问题作理论与实践的探讨。     

袁枚诗论及其评价

袁枚的诗论冲心是性灵说。诗来源于性情,然而没有性灵的性情流于直;诗的流传在于创新,然而没有性灵统摄,诗就难出个性、难以创新。本文从诗之源、诗之魂、诗之传三个方面分析袁枚的诗论。在此基础上,分析袁枚诗论的积极意义及其没有充分发展起来的原因。
