The Sustainable Development Goals (SDGs) herald a new phase for international development. This article presents the results of a consultative exercise to collaboratively identify 100 research questions of critical importance for the post‐2015 international development agenda. The final shortlist is grouped into nine thematic areas and was selected by 21 representatives of international and non‐governmental organisations and consultancies, and 14 academics with diverse disciplinary expertise from an initial pool of 704 questions submitted by 110 organisations based in 34 countries. The shortlist includes questions addressing long‐standing problems, new challenges and broader issues related to development policies, practices and institutions. Collectively, these questions are relevant for future development‐related research priorities of governmental and non‐governmental organisations worldwide and could act as focal points for transdisciplinary research collaborations.  相似文献

Road traffic safety initiatives are gaining momentum worldwide as more governments and international organizations recognize the implications of traffic accidents on economic and human development. In 2015, as part of its Sustainable Development Goals, the United Nations Development Programme set a global target (3.6) to halve the number of traffic deaths and injuries by 2020. This article uses the International Futures integrated forecasting system to explore the plausibility of achieving that goal and the potential forward linkages of such an intervention. We find that halving annual deaths caused by road traffic accidents is likely to be overly ambitious, and examine more reasonable road traffic death‐rate targets using an approach derived from road traffic death rates relative to income level.  相似文献

This article on the ready‐made garment (RMG) sector of Bangladesh shows how over‐reliance on foreign capital for development financing and deregulated investment—a hallmark of neoliberal economic arrangements—undermines the incorporation of SDGs’ and INGOs’ equity principles, contributing to biased policy responses yielding unequal outcomes. The article cautions that while countries prioritize economic growth over social and environmental nourishment and continue to adopt neoliberal economic policies to promote economic growth, inequity is unavoidable, if not inevitable. Thus, the way forward may be to shift the focus of ‘development’ from the economy to society, to building ‘good societies’ where institutions and strategies, including those that contribute to economic growth, are organized such that these complement not compromise the evolution of such societies.  相似文献

The article focuses on the contribution of the European Union (EU) in promoting sustainable development through the involvement of civil society in partner countries. More specifically, it analyses the main features and outcomes of the projects implemented by civil society organizations (CSOs) in Kyrgyzstan under the EU thematic programme Non‐State Actors and Local Authorities in Development (NSA/LA). Despite its importance—this is the only EU programme providing direct support to non‐state actors and local authorities engaged in poverty reduction—to date, there has been very little research on the functioning of this instrument on the ground. This article seeks to fill this gap in the literature by examining the EU’s contribution to sustainable development through a case study on Kyrgyzstan. The study is based on primary data: 10 semi‐structured interviews conducted with the EU‐funded organizations implementing the NSA/LA programme. The NSA/LA projects were analysed by considering two major fields of engagement of non‐state actors in the development process: as service providers and as advocates (Banks & Hulme, 2012). Overall, the organizations awarded EU support were not only focused on fulfilling short‐term needs but also sought to introduce new ways of dealing with poverty and inequality, positioning themselves between the “Big‐D” and the “little‐d” approaches to development (Bebbington, Hickey, & Mitlin, 2008). Nonetheless, the EU‐funded projects were too limited and fragmented to be able to sustain long‐term structural change. Therefore, the EU should place new emphasis on creating synergies between new and old structures at the grassroots level and establishing mechanisms and bodies that could merge and co‐ordinate their efforts. In addition, the calls for proposals could highlight the need to share the lessons learnt by “obliging” the beneficiaries to act as multipliers and to pass on their positive experience to neighbouring communities. Finally, the EU could stimulate the funded organizations to experiment with innovative mechanisms of involvement in the policy‐making process, by making this aspect a mandatory requirement of the projects implemented with its support.  相似文献

The United Nations expressed an interest in reducing subnational (i.e., province and state level) inequality. We propose using a spatial decomposition of the Gini coefficient (SDGC) to track changes in subnational inequality. Typically, agencies do not track summary measures of subnational clustering of development indicators. Tracking changes in the SDGC can help measure and reduce regional inequality. To illustrate the use of the SDGC, we first present data for 93 nations to obtain cross‐sectional variation. Next, to illustrate how the SDGC trends over time, changes in the Human Development Index in Mongolia are compared to Russia and China. The SDGC can show improvement, decline and persistent clustering of subnational level inequality. The SDGC is a useful measure for the United Nations' Sustainable Development Goals.  相似文献

ABSTRACT

Drawing on multiple data sources, including key informant interviews, participant observation and archival study, this paper provides an analysis of the civil society’s role in foregrounding the agenda of women migrants in migration and development (M&D) fora, and reflects on its role in realising the UN Sustainable Development Goals (SDGs). Yet, the dominant narrative within the state-led Global Forum on Migration and Development (GFMD) tends to be a gender-blind migration for development approach, which emphasises national-level economic growth at the centre of migration processes, while negating the subjectivities of women migrants and neglecting their contributions to the global economy; this approach diverts attention to a narrow focus on macro-economic development through forms of financial remittances. Based on an examination of the GFMD as a site for gender mainstreaming M&D, we reflect on lessons learned as we look forward to achieving the SDGs. We argue that while the SDGs include some significant provisions for women in migration, only critical civil society advocacy and activism networked within grassroots organisations can address the structural changes necessary (such as a re-articulation of the care economy to value economic contributions of women’s reproductive work) to transform and improve the lived realities of women in migration and realise the SDGs in a manner that fosters their empowerment.  相似文献

The current global financial and economic crisis has severely impaired social and economic progress throughout the world. Does this mean the end of the Millennium Development Goals (MDGs)? This article addresses this question, considering selected theoretical and strategic issues, including new and incremental approaches, the role of governmental leadership and operational integrity and the underlying question of appropriate development paradigms. It concludes that scaling‐up of current MDG efforts is imperative, as is the adoption of new and incremental approaches.  相似文献

The accountability movement in public policy hails a new programme for US foreign assistance – the Millennium Challenge Account established in 2004 with the aim of ‘picking winners’ for grants among developing countries based on their demonstrated quality of governance. This article uses the MCA's own rating system to dispute its claim to know in advance which countries are best positioned to meet major development goals. High governance scores alone bear little or no relationship to growth in national income or decline in poverty. Attempting to measure public‐policy performance limits the range of choice available to policy‐makers, and may inadvertently limit true performance.  相似文献

Critical discourse analysis (CDA) is employed to analyze discourses of knowledge and the knowledge society in the Sustainable Development Goals (SDGs). Discourse analysis is a collective name for a number of scientific methodologies for analyzing semiosis, namely how meaning is created and communicated though written, vocal or sign language. Employing a genealogical approach which locates discourses in the field of prior discourses, two prior discourses of the knowledge society are identified in the key document of the SDGs. The concepts knowledge and knowledge society are found to have a marginal position within the main policy document “Transforming our world,” adopted by the United Nations in September 2015. The techno‐scientific‐economic discourse is found to be dominant at the level of implementation and of goals, while there is some evidence of the pluralist‐participatory discourse at the level of vision and strategy. Analysis of some of the policy advice provided by international organizations and civil society indicates that more pluralist‐participatory discourses on knowledge were represented when the SDGs were being formulated. Developed countries and the corporate sector were very influential in determining the final text and were probably instrumental in excluding more transformational discourses and maintaining the status quo.  相似文献
