We describe a risk-based analytical framework for estimating traffic fatalities that combines the probability of a crash and the probability of fatality in the event of a crash. As an illustrative application, we use the methodology to explore the role of vehicle mix and vehicle prevalence on long-run fatality trends for a range of transportation growth scenarios that may be relevant to developing societies. We assume crash rates between different road users are proportional to their roadway use and estimate case fatality ratios (CFRs) for the different vehicle-vehicle and vehicle-pedestrian combinations. We find that in the absence of road safety interventions, the historical trend of initially rising and then falling fatalities observed in industrialized nations occurred only if motorization was through car ownership. In all other cases studied (scenarios dominated by scooter use, bus use, and mixed use), traffic fatalities rose monotonically. Fatalities per vehicle had a falling trend similar to that observed in historical data from industrialized nations. Regional adaptations of the model validated with local data can be used to evaluate the impacts of transportation planning and safety interventions, such as helmets, seat belts, and enforcement of traffic laws, on traffic fatalities.  相似文献

收费公路行业内部债务治理与外部减税降费均要求收费公路运营降本增效。为了探析收费公路运营效率水平及其空间分布格局,使用SBM模型测度了2014—2020年29个省份收费公路运营效率,进而采用泰尔指数和Moran's I指数分析了其时空分异特征。研究认为:收费公路运营存在着效率较低且在时间维度上没有明显增长的趋势,在空间上存在发展不平衡问题,收费公路运营效率的区域差异主要来源于区域内部差异,区域内差异的贡献率平均达到81.578%; 收费公路运营效率具有空间正相关性,呈现出显著的“高-高”集聚和“低-低”集聚的空间特征,运营效率较高的省份对相邻省份具有正向溢出效应。研究表明,各省针对相邻省份或最近省份的运营效率现状,结合自身的比较优势探索产业升级或者物流发展模式,充分发挥相邻省份的经济发展和产业集聚对本省收费公路运营的辐射带动作用,推动建立起收费公路跨区域合作运营机制。  相似文献

The Chinese road has deep historical roots. Its most striking feature is that it is marked by historical continuity rather than rupture, and the main force behind this continuity is its intrinsic dynamism and vitality. Unlike the paradigm of Eurocentrism or “Discovering History in China,” the comparative analytical paradigm discovers China through long-term comparisons with corresponding countries in the same time and space in an effort to find positive elements in the history of the Chinese road and to refute the long prevalent theory of Chinese stagnation. Seen over the course of world history, the impetus for the creation of the world’s most brilliant agrarian civilization was endogenous. This impetus was not a momentary “explosive force” but a sustainable institutional drive whose main constituents were the independent farming household, endogenous government capacity and adaptive national governance. In addition to the main theme of “permanent change,” Chinese development had a secondary theme of “cyclical change” which cannot be ignored. The roots of Chinese development are buried deep in the genes of this agrarian nation in the form of sticky institutions, bureaucratic inertia, arbitrary power, etc. Historical continuity provided a foundation for China’s creative revolution and development in modern times, ultimately laying down a socialist development road with Chinese characteristics, although this remains an unfinished relay process.  相似文献

In this article we trace the emergence of road-closures – i.e. the barricading by local residents of public roads ostensibly in response to crime – in the northern suburbs of Johannesburg in the decade after apartheid. We argue that road-closures manifest an attempt at material “fixing” an urban order of privilege, even as privilege and inequality is increasingly “deterritorialised” in the city of the global South. While conventionally theorised as part of a broader global trend towards the privatisation and securitisation of urban space, we demonstrate that road-closures contain qualitatively different expectations of the urban order to e.g. private gated communities. Whereas gated communities are premised on and driven by a political economy of self-exclusion from urban life, road-closures simultaneously resist and prefigure this “deterritorialised” reordering of privilege in the post-apartheid city. Based on archival research in local community newspapers over a 10-year period between and 2004 (the high-water mark of the so-called road-closure “debates”), we trace shifting discourses about road closures and the city: from anxieties about crime and loss of privilege, to fantasies of abandonment, to the assertion (and rupture) of a mythical suburban utopia. Drawing on a literature on ruins as the material effects of a past order manifest in the urban order of the present, we assert that despite anxieties about the loss of privilege, these enclosed neighbourhoods remain spaces of extreme privilege, now implicated into an emergent geography in which old and new spaces of privilege overlap to reinforce spatial inequalities in post-apartheid Johannesburg.  相似文献

Road traffic safety initiatives are gaining momentum worldwide as more governments and international organizations recognize the implications of traffic accidents on economic and human development. In 2015, as part of its Sustainable Development Goals, the United Nations Development Programme set a global target (3.6) to halve the number of traffic deaths and injuries by 2020. This article uses the International Futures integrated forecasting system to explore the plausibility of achieving that goal and the potential forward linkages of such an intervention. We find that halving annual deaths caused by road traffic accidents is likely to be overly ambitious, and examine more reasonable road traffic death‐rate targets using an approach derived from road traffic death rates relative to income level.  相似文献
