流浪儿童救助保护范式转变--从遣送回家到支持家庭

社会转型时期家庭结构变迁与功能弱化是流浪儿童产生的直接原因，返乡回家也是当前流浪儿童救助保护工作的基本范式。但简单的返乡回家导致流浪儿童救助工作陷入流浪-救助-再流浪-再救助的困局。走出这一困局，要处理好政府与家庭之间在流浪儿童预防与救助工作上的责任承担，通过支持家庭的社会政策，增强家庭的儿童照顾功能，建立支持家庭的福利体系，以预防儿童流浪。同时，从家庭与流浪儿童的关系出发，提供分类化的家庭干预服务，推动流浪儿童的家庭融合。

The Shift of Paradigm about Rescuing and Protection of Street Children--From Being Sent Back to Supporting Family

The changing of family structure and the weakening of family function are the direct causes of street children problem during the period of social transformation. Sending them go home is also a basic paradigm of helping and protecting street children. But simple sending them go home leads to a dilemma of wandering-rescuing-wandering again. In order to solve the problem, we should clarify the responsibilities between the government and the family on preventing and rescuing street children, build social policy of strengthening the function of family on child care. At the same time, according to the relationship between street children and families, we should provide classified family intervention services and promote the integration of street children and family.
