| 摘 要： | 邓小平既倡导要有敢于对外开放的精神 ,又强调要有稳妥慎重对外开放的态度。稳妥慎重地推进对外开放必须做到 :要有统一的领导 ;决策一定要慎重 ;步骤一定要稳妥 ;要有稳定的社会秩序 ;要有和平的外部环境。只有正确理解敢于对外开放和稳妥慎重对外开放的关系 ,才能真正把我国的对外开放搞好

| Abstract: | Deng Xiaoping not only advocated the spirit of opening to the outside world boldly,but also emphasized the attitude of opening to the outside world with great prudence and safety.However,opening to the outside world with great prudence and safety requires:a unified leadership;a prudent policy;a safe step;a steady order and a peaceful external environment.Only doing with the relationship between both of them correctly can we do the jub of opening to the outside world well. |
