| 摘 要： | 为了缓解甲烷气体排放对全球变暖的影响,煤矿作为甲烷主要排放源,控制其开采过程中的甲烷排放且加强煤矿甲烷利用是非常必要的.通过构建我国的煤矿甲烷排污权交易制度,有助于进一步健全和完善我国煤矿甲烷减排及利用方面的相关法律制度,确保煤矿甲烷排放权交易市场的正常运作,维护市场交易者的合法权益,从法律层面上保障煤矿甲烷排污权交易的合法、有序进行,从而控制煤矿甲烷的排放,达到节约能源和改善人类生存环境的目标.

| Abstract: | In order to alleviate the effects of methane gas emissions to global warming,it is essential to control the emission of mine methane,a major emission sources,in the process of exhausting and strengthen the use of coal mine methane.Building a coal mine methane emissions trading system helps to further improve and perfect the related legal system of colliery methane emission reduction and utilization,and to ensure normal operation of coal mine methane emissions trading markets,so we can safeguard market dealers’ legitimate rights and interests.From a legal perspective,these two measures can protect the lawful and orderly coal mine methane emissions trading.And thus we can control our country’s coal mine methane emissions,save the energy and improve the human living environment. |
