银行改革论争中需要澄清的几个基本问题

随着交通银行和建设银行在香港的相继上市,引发了国内关于国有银行股权是否“贱卖”的大讨论,进而逐步升级至对整个国有银行改革路径的反思,已在经济、金融界激起空前反响。情绪化的言辞是没有意义的,因为银行是现代金融的枢纽机构。在经济转型的中国,银行的市场化、现代化之路怎么走,有比一般市场经济国家更多的含义。穿越论争的迷雾,有几个基本问题逐渐浮现出来,有必要做一些理性的诠释:其一是中国的银行业最吸引外资进入的到底是什么?其二是为什么这次国有银行的股权转让的价格会引起如此大的争议,我们究竟在那些程序上出了问题?其三是内生自发的银行改革路径在国际上有没有成功的典范?其四是中国银行业改革的重心到底在哪里?

Several Fundamental Questions on Bank Reform

With Bank of Communications and Construction Bank into the market in succession in Hong Kong,appears a great debate on whether the stock ownership of the state-owned bank is sold cheap.And the debate gradually turns to the reflection on the way to the whole reform of the state-owned bank,for which a great echo is evoked in the circles of economy and finance.It is not meaningful to be in sulks,because banks are key organizations of modern finance.China,being in the period of economic transformation,has a longer way to go than other countries of market economy in marketing and modernization.Through the mist of the arguments,several fundamental questions emerge little by little,which need giving some rational annotations.What attracts the foreign capital into Chinese banks? And why does appear a great debate on the stock ownership transfer of the state ownership banks? And is there any successful example for the endogenous bank reform in the world? And what is focused by the reform of Chinese banks?
