西部民族地区环境问题与法律保障研究

西部民族地区的生态环境不容乐观,加强民族地区环境法制建设,关系到区域经济的发展,关系到民族地区的稳定和边疆安全。西部民族地区水资源匮乏、土地荒漠化严重、草原生态恶化和污染严重西部民族地区由于相对贫困、人口的增长以及自然资源的产权不清等是造成西部生态环境不好的重要原因,为了实现经济社会和生态环境保护的和谐发展,加强西部生态环境的立法、完善刑法中关于破坏环境的相关规定、规范生态环境的执法行为、加强环保法律法规的宣传力度,才能使西部地区生态环境得到切实的保护。

A Study of the Environmental Problems and Legal Protection in western China

With the deterioration of ecological environment in western China,it becomes urgent to enhance the formulation of an environment legal system,which concerns not only the development of regional economy but also the stability and security in this area.Based on analysis of the present ecological and environment conditions in western China,this paper analyzes the causes resulting in that deterioration.To create a harmonious development between the economy,society and environmental protection,efforts must be made to strengthen legalizations of ecological environment in western China,perfect terms related to environment damage in the Criminal Law,normalize administration of eco-protection,and reinforce publicity of eco-laws and regulations so that the eco-environment in western China can be substantially perfected.
