我国地方治理中的公民参与问题研究

公民参与是地方治理的一个重要组成部分,也是民主政治的重要表现形式之一。近年来,随着治理理念的深入发展,以及社会团体的迅速增加,我国地方治理中公民参与取得较大进展,已经形成了公民参与地方治理的网络雏形。但是受传统行政观念、公民参与能力,以及法律制度不完善等原因的影响,公民参与地方治理仍然存在很多问题。因此,应当通过转变公民的角色定位,提高公民的参与能力,完善相应的法律、制度保障等,来进一步提高公民参与地方治理的水平和效果。

Study on citizen participation in local governance

Citizen participation is an important part of local governance and democratic politics.In recent years,with the further development of governance concept and the increasing number of social groups,citizen participation in local governance has gained great progress,and the network of citizen participation has taken shape.Because of traditional administration idea,participation ability and the lack of law and institution,there are still some problems in citizen participation of local governance.Therefore,it is essential to change citizen′s role definition,to improve citizen′s participation ability,to perfect the legal and institutional security system,so that,the level and effect of citizen participation in local governance can come to a new stage.
