在今后的区域竞争中,辽宁老工业基地应主要依靠自主创新推动经济增长。因此,辽宁老工业基地自主创新必须和提高区域竞争力相结合,和主导产业形成核心竞争力相结合,和强化企业技术创新主体地位相结合,和区域创新体系的建立相结合,和促进科研成果转化相结合,和加速高新技术产业化、高新区“二次创业”相结合,和促进科技人才向创新人才转变相结合,和营造创新环境相结合。为此,辽宁老工业基地需要选择优势领域开展自主创新,通过自主创新加快形成主导产业核心竞争力,强化企业技术创新主体地位,加快区域创新体系建立,促进科研成果转化,加快高新技术产业化和高新区“二次创业”,建立高素质的自主创新人才队伍,加快自主创新环境建设等。

How to Upgrade Autonomous Innovation in Liaoning's Old Industrial Base

In the coming market competition,Liaoning's old industrial base should mainly rely upon its autonomous innovation to stimulate economic growth.Therefore,the autonomous innovation must combine itself with many factors,such as enhancing regional competitive power,forming core competitive power in leading industries,strengthening the role of enterprise as the main body in technological innovation,establishing regional innovation system,industrializing sci-tech research achievements,accelerating new/high-tech industrialization and "restarting the businesses" in high-tech development zones,transforming sci-tech staff into innovative one and creating an innovative environment.For this purpose,the old industrial base is required to select some fields where Liaoning possesses its own priorities over other provinces/cities so as to upgrade its autonomous innovation.
