深化收入分配制度改革,保障低收入群体的财产性收入

保障低收入群体的财产性收入,有助于改善城市低收入群体生活贫困的状况,扩宽城市低收入群体的就业途径和方式,调整城市低收入群体的收入结构和消费模式。当前我国低收入群体财产性收入增长的不均衡性日益凸显,财产性收入比重依然较低,收入结构性矛盾突出,低收入群体的理财知识缺乏,投资风险意识薄弱。鉴于此,要加大风险教育,提高低收入群体才投资的风险意识;进一步完善低收入群体的社会保障体系,创造条件增加低收入群体的财产存量;进一步完善相关法律体系,创造条件保护低收入群体的财产性收入;积极拓展低收入群体财产性收入渠道,创造条件增加低收入群体的财产性收入。

Deepen the Reform of Income Distribution System,Protecting Low-income Groups in the Property Income

Protecting low-income groups in the property income contributes to the improvement of the poverty of living conditions in urban low-income groups,widening the urban low-income groups,ways and means of employment,adjusting income structure and consumption patterns of urban low-income groups.Nowdays unbalanced nature in property income growth is increasingly prominent in low-income groups in China.Their property income ratio is still low.Structural contradictions about income are obvious.For lack of knowledge of financial management,low-income groups know little about awareness of investment risks.In view of this,risk education should be intensified to improve the low-income groups the awareness of investment risks.It is necessary to further the improvement of social security system and create conditions to increase the the stock of property of low-income groups.Government should perfect the relevant legal system and create conditions for the protection of low-income groups income.At the same time we should actively expand the channels of low-income groups in property income,increase property revenue for low-income groups creatively.
