| 摘 要： | 看似完美的美国政治体制实际上隐藏着一些弊端。在一个缺乏法治传统和民主氛围的国家里,它常常会引起社会的动乱,导致行政首脑的专制独裁和政府的低效率,并且不利于政府的主动变革。
