低碳经济发展中的政府角色定位研究

低碳经济是一种符合可持续发展观念的新的经济增长模式,同时也是政府顺应世界经济潮流、因势利导的结果。我国发展低碳经济是应对能源挑战、国家博弈以及顺应可持续发展的必然选择。世界一些发达国家的政府在低碳经济发展过程中扮演了十分重要的角色,低碳经济发展态势良好。基于此,我国政府应该扮演好低碳经济活动的参与者、主导者和管理者的角色,通过自身的生产和消费直接推动低碳经济发展,通过创新制度体系、调整能源结构和利益关系,引导低碳经济的发展。

Considering this fact, the Chinese government should play well the role of a participator of low-carbon economic activities, a leader and a manager, and promote low-carbon economic development through its own production and consumption, and guide the development of low-carbon economy through reforming its systems and adjusting its energy structure and interest relations.
