我国区域协调发展：制度、政府与市场——兼论区域合作战略

在“十一五”规划中,中央明确提出要进一步促进区域协调发展。本文在分析区域协调发展是我国社会经济全面发展的内在机理基础上,从制度、政府与市场的角度分析了区域协调发展的障碍:制度安排失当、制度扭曲下的政府失效和政府失效下的市场失灵;并从制度、政府与市场的角度提出区域协调发展的区域合作战略:建立和完善促进区域协调发展的区域合作制度、建立和完善促进区域协调发展的区域合作的组织和建立和健全促进区域协调发展的市场机制。

Regional Harmonious Development in China:Institution,Government and Market——on the regional cooperative strategy

In the 11thfive year program,the central government has clearly pointed out further harmonious development of different regions.Based on the view that the regional harmonious development in the inter mechanism of the all-round social economic development,the present paper analyzes the obstacles for the regional economic development,the present paper analyzes the lbstacles for the regional haumonious development in the present paper analyzes for the regional harmonious development in the aspects of system,government and market:the system is not well established;the government cannot work well under such a system and the market fails under the unsuccessful work of the government.Furthermore,it puts forward the regional cooperative strategy for regional harmonious development-to establish and perfect regional cooperation system,organization and market institution to promote the regional harmonious development.
