大革命时期农民协会与当今村民自治在制度层面的比较研究

通过对大革命时期农民协会与当今村民自治制度及村民委员会在制度层面上进行比较研究,系统分析二者在产生背景、组织机构、人员构成及具体职能等方面的异同,试图为我国村民自治的发展探寻更好的范式和摹本。研究发现二者在＂对民主化的解读、社会化基础、组织层次、历史作用＂等方面存在差异。这些差异使我们深刻认识到：党的领导在农村基层治理中至关重要;农民在治理过程中的政治参与意义重大;治理须与相应时期的政治任务紧密结合。这些经验教训能够使我们更加深入地认清在建设社会主义新农村过程中如何进一步做好村级治理工作,更好地为建设中国特色社会主义新农村和中国特色社会主义社会服务。

Comparative Study at the System Level on Peasant Associations in the Period of Great Revolution and Current Villager Autonomy

Through comparative study at the system level on peasant associations during the Great Revolution and in the current system of villager autonomy and villager committee,we analyse both in their background,organization,personnel and specific functions to find the similarities and differences between them,so as to develop the villager autonomy and to explore a better model.It is found that their interpretations to democratization,as well as social basis,organizational layers and historical roles are very different.All the differences allow us to understand more deeply that:the Party’s leadership is crucial in the rural grass-roots governance;peasants′political participation in the process of governance are of great significance;the political tasks must be coined with the corresponding period closely.And the experiences make us understand more deeply how to improve village level governance in the process of building new socialist countryside with Chinese characteristics.
