| 摘 要： | 构建制度内供给为主、制度外供给为辅的农村公共服务供给体制是实现国家(政府)职能的必然要求,是摆脱当前我国农村公共服务供给不足、农民负担沉重等诸多困境的现实诉求。建立统筹城乡的现代公共财政体制和实现决策机制由命令控制型向协商民主型的深刻变革是建构农村公共服务制度内供给体制的两大基石。

| Abstract: | Construction of the rural public service supply system which supplies mainly within the financial system and is supplemented by external supply system is the inevitable requirement of realization of state(government) function,and also is the real demand of shaking off shortcomings such as the current serious shortage of supply of rural public services and farmers heavy burdens.Establishing a modern public finance system which co-ordinates urban and rural areas and achievs the profound change from the command control decision-making mechanism to deliberative democracy mechanism are the two cornerstones to build the rural public service supply system within the financial system. |
