| 摘 要： | 由政府在新型农村合作医疗中承担主导责任有其深厚的政治学、经济学、法学与社会学基础。然而,在新型农村合作医疗制度的建立过程中,政府在制度建设、财政投入、管理体制和宣传教育等方面存在诸多问题,这就需要进一步转变观念,提高认识,完善相关制度建设、加大财政投入力度、强化管理以及政府的引导、宣传与沟通作用。

| Abstract: | The government plays an important role in establishing the new rural cooperatives medical service system based on the political,economic,law and social foundation.But there are still some problems in building up the new rural cooperatives medical service system.The government must transform its ideas,perfect system construction,enhance financial support,strengthen management,guidance,propaganda and further communication. |
