论一战外交与中国

一战时期，交战国和中立国的外交都是自私的，非正义的。中国作为中立国参战是被日美两国拉下水的。日美对中国的态度虽然不同，但实质上都在损害中国利益。中国作为战胜国在外交上的失败，根本原因在于中国的落后。而赴欧美会议的中国外交官不应承担外交失败的责任，相反，他们的外交斗争精神则应当适当肯定。并给以一定的历史地位。

On First World War Diplomacy and China

During the First World War, the diplomacy of both billigerent countries and neutral countries are selfish and un- just.As a neutral country, China's taking part in the war was the result of the deception of Japan and the United States. Though Japan and the United States took on different faces towards China, what they did was actually doing harm to China' s interests.The basic reason for China's diplomatic failure as a winning country lay in the backwardness of China. The Chi- nese diplomats who attended the European and American conferences should not take any responsibility. On the contrary, their fighting spirit shown in diplomatic struggles should be duly evaluated in history.
