论作为公共品的秩序

秩序是一种特殊的公共品,具有特定的结构和功能。秩序是可扩展的,但扩展的维持需要依靠信任的连续生产。在现代社会,秩序是国家、公民社会和市场互动的结果,并因为三者的不同组合关系而呈现出不同的形态,但国家始终是秩序生产的核心。随着公共的扩展,任何单个的治理机制都无法应对全球化时代的风险,因此需要通过复合治理来实现秩序的重建。

On Order as Public Goods

Order is unique public goods and owns special structure and functions.It is extensible and relies on continuous production of trust to sustain its extension.In modern era,the order is a creation through interactions among state,civil society and market.Different forms of order result from different arrangements among them.Nonetheless,the state is always a core force to produce the order.With the development of the public,any single governance mechanism cannot cope with risks by itself at the age of globalization.It is necessary to reconstruct the order by compound governance.
