| 摘 要： | 我国传统政治体制中以党代政、党政不分的成因可以上溯至中国共产党人最初建立根据地政权的1927--1937年的土地革命战争时期，它是革命战争年代根据地党政合一、军政合一体制的延续，是根据地分散状态下的战时集权体制的产物，其惯性作用直接影响到建国后的政权建设。

On the Historical Causes of Having Party Replacing Government in China's Traditional Political System |

| Abstract: | The historical causes of having the Party replacing government or having the two combined in china's traditional political system dates back to the Land Revolutionary War Period between 1927 and 1937, when the Communist Party of China first established its rule in some places in China. It is the continuation of the system of combining the Party with government and the army with the government. It is also the product of wartime Unitarianism when the revolutionary bases scattered about. Its inertia directly affects the power construction after the founding of the new republic. |
