On the countermeasures of providing disaster relief in Han Dynasty

The policy to disaster relief of Han Dynasty had primarily formed a comparatively self contained system.In the practice,the Han Dynasty government frequently employed a series of measures that were wried in the forms and abundant in the contents to prevent and eliminate disasters before,in and after it.These measures developped positive effects in combatting and relieving disasters.At the same time,it has definite significance to prevent disasters today.
