村民自治中的政府与社会

一个民主、宪政的现代化国家必定有一个强大的、多元的、享有高度自治权力的公民社会(市民社会).二十年来中国村民自治的实践,是政府与社会良性互动(共同行动)的过程.中国农村基层社会的国家权力(主要指行政权力)与社会自治权的界定,以及基层农村国家权力运作方式的调整,对于解决现今村民自治中存在的问题及理解当代中国国家与社会关系具有重要意义.

Government and Community in China's Village Autonomy

A modern country with democratic constitution must have a dynamic pluralistic civil society that enjoys high autonomy. The practice of village economy in China in the last two decades was a process of mutually benefiting complementary activities between government and communities. A clear definition of the government administrative power (including its ways of functioning) at its most fundamental level and the autonomous rights of the village community is crucial to the settlement of the many problems existing in today's village autonomy and to the understanding of the government-community relations in modern China.
