| 摘 要： | 在阐述美国联邦和州政府两级立法体制及相关的港口与航运立法的基础上，以市场准入、港口服务及税收、船舶更新制度、反垄断豁免、船舶登记及环保等具体法律规定为例，对美国港口与航运法律内容进行分析，指出美国的投资体制是开放的、透明的、稳定的，但出于国家安全考虑，对港口与航运等某些领域仍有一些限制。

| Abstract: | The paper expatiated on the legislation system and relevant law in the USA,analyzed some idiographic law content such as market admittance,port service,taxation,shipping renewing,anti-monopoly remission,shipping register,environment protection,etc.The investment system in the USA is open,clear and stable.The USA implements non-discrimination for the foreign investors except some port and shipping fields for the sake of safety. |
