| 摘 要： | 高等教育的公共性是政府与大学发生关系的基本逻辑起点。在市场经济条件下,政府与大学的的关系及责任应以公共性为价值目标构建高等教育的法律保障,优化高等教育资源的配置,建立和完善政府和大学问责制度,并积极探索治理理论下政府与大学新型关系。
